4. NIMS COMPLIANCE
<br />a. The National Incident Management System (NIMS) Identifies concepts and principles that answer
<br />how to manage emergencies from preparedness to recovery regardless of their cause, size,
<br />location, or complexity. NIMS provides a consistent, nationwide approach and vocabulary for
<br />multiple agencies or jurisdictions to work together to build, sustain, and deliver the core
<br />capabilities needed to achieve a secure and resilient nation.
<br />b. Consistent implementation of NIMS provides a solid foundation across jurisdictions and
<br />disciplines to ensure effective and integrated preparedness, planning, and response. NIMS
<br />empowers the components of the National Preparedness System, a requirement of Presidential
<br />Policy Directive 8, to guide activities within the public and private sector and describes the
<br />planning, organizational activities, equipping, training, and exercising needed to build and sustain
<br />the core capabilities In support of the National Preparedness Goal,
<br />c. In order to receive federal preparedness funding from the Department, the Subreciplent Must
<br />ensure and maintain adoption and implementation of NIMS, See Agreement Attachment A, Article
<br />11 section 3.d. for associated reporting requirements. The list of objectives used for progress and

<br />6. EQUIPMENT AND SUPPLY MANAGEMENT
<br />a. The Subreciplent and any non-federal entity to which the Subrecipient makes a subaward .shall
<br />comply with 2 CFR 200.317 through 200.327, and all Washington State procurement statutes,
<br />when procuring any equipment or Supplies under this Agreement, 2 CFR 200.313 for
<br />management of equipment, and 2 GFIR 200.314 for management of supplies, to include, but not
<br />limited to:
<br />Upon successful completion of the terms of this Agreement, all equipment and supplies
<br />purchased through this Agreement will be owned by the Subreciplent, or a recognized non-
<br />federal entity to which the Subreciplent has made a subaward, for which a contract,
<br />subrecipient grant agreement, or other means of legal transfer of ownership is In place.
<br />ii. All eqUipmenti and supplies as applicable, purchased under this Agreement will be recorded
<br />and maintained In the $ubreciplent's Inventory system.
<br />III. Inventory system records shall include:
<br />A. Description of the property;
<br />B. Manufacturer's serial number, model number, or other identification number
<br />C. Funding source for the property, Including the Federal Award Identification Number
<br />(FAIN) (Face Sheet, Box 11)
<br />D, Assistance Listings Number (Face Sheet, Box 13)
<br />E. Who holds the title;
<br />F. Acquisition date;
<br />G. Cost of the property and the percentage of federal participation In the cost;
<br />Fl. Location, use and condition of the property at the date the information was reported;
<br />L Disposition data including the date of disposal and sale price of the property,
<br />iv. The Subreciplent shall take a physical inventory of the equipment, and supplies as
<br />applicable, and reconcile the results with the property records at least once every two years.
<br />Any differences between quantities determined by the physical inspection and those shown
<br />In the records shall be Investigated by the Subreciplent to determine the cause of the
<br />difference, The Subreciplent shall, in connection with the inventory, verify the existence,
<br />current utilization, and continued need for the equipment.
<br />v. The Subreciplent shall be responsible for any and all operational and maintenance
<br />expenses and for the safe operation of the equipment and supplies including all questions
