<br />applles to DHS reclpients, subreolplents, and their contraotors and subcontractors - prohibits obligating or expending federal
<br />award funds on certaln telecommunioations and vldeo surveillance products and oontractlng with certain entltles for national
<br />security reasons.

<br />Recipients must comply with Tltle Vl of the Civil Rights Act of 1964, (42 U,8.C. section 2000d et seq,) prohlbition against
<br />disoriminatlon on the basls of national orlgln, which requlres that recipients of federal financial assistance take reasonable

<br />assistance award may be expended by the reolpient to pay any person to influence, or attempt to influence an offioer or
<br />employee of any agency, a Msmber of Congress, an olfioer or employee of Congress, or an employee of a Member of
<br />Congress in connection with any federal action related to a federal award or contract, including any extension, continuation,
<br />lenewal, amendment, or modlfl cation,
<br />Artlcle XXVlll - National Environrnental Policy Act
<br />Reciplents must comply wlth the requlrements of the National Envlronmental Policy Act of 1969, (NEPA) Pub. L. 9'1 -1 90
<br />(1970) (codified as amended at 42 U.S.C. section 4321 et seq,) and the Council on Envlronmental Quality (CEQ) Regulations
<br />for lmplementing the Procedural Provisions of NEPA, which require recipients to use all practicable means withln their
<br />authority, and oonsistent with oiher essential conslderations of national pollcy, to create and malntain conditlons under whloh
<br />people and nature can exist in produotive harmony and fulfill the soclal, economlc, and other needs of present and future
<br />generations of Americans.

<br />Reoiplents receiving federal flnancial asslstance awards made under programs that prohlblt supplantlng by law must ensure

<br />souroes.
<br />Artlcle XXXI - Notice of Funding Oppoftunity Requirements

<br />program are inoorporated here by reference in the award terms and oonditions. All reoipients must oomply with any suoh

<br />Reciplents are subject to the Bayh-Dole Act, 35 U,S,C. section 200 et seq, unless othenvlse provided by law. Reclplents are
<br />subject to the speclfic requirements governing the development reporting, and dispoeition of rights to inventions and patents
