I|rIIFTITA.SI COI'NITY
DEPARTMENT OF PUBLIC WORKS
lf Hcology deems the 2015 technical work unsuitable to use for the proposed permit application,
then Aspect will complete a comprehensive technical memorandum inoluding all olthe
components listed in the Phase I CRA contract, These components include:
o Describe the hydtogeologic conceptual modelof the proposed project site. This nccds to
irrclude but not limited to l) Identi$ and describe the aquifbr properties of the source
aquifer. 2) Identify source aquifer boundary conditions. 3) Identity water lcvcl trcnds in
the source aquifer. 4) Estimate the water budget for the source aquifer'
r Describe the physical and legal availability of water in the proposed project areas.
. Impainnent Analysis - Identifu all senior water rights and yet-to-be-processed senior
u,ater right applications within the same sorlrce aquifer. Identify and quantify impacts to
senior water rights in the source aquifer.
r ldentiff and quantify impacts to surface rvater bodics and tributarics
r A site map showing the place of use and point(s) olwithdrawal for all related rvater rights,
cnsuring clarity on project boundaries and infrastructure.
r A vicinity map showing the location of all senior water rights and any senior water right
applioations within the same source aquifer, providing sontext to their proximity to the
proposed projcct.
r A groundrvater elevation map showiug groundwater elevation contotlrs based on area well
reports and published source material. This map should clearly depict all surface water
features, as u'ell as assumed groundwater divides, to illustrate the relationship between
groundwater and surface watcr bodics.
r A geologic cross section based on available area well reports and published source tnaterial,
shorving the subsurlace conditions relevant to the proposed project.
Budget under this task will be largely dependent on Ecology's f'eedback on tlte Phasc 1.1
deliverable. If the Phase I .l deliverable is not accepted Aspect cannot predict the level of effort
that Ecology will recluirc for Phasc 1.2. We have prepared this scope based on similar
assessments perfbrmed in the past and will advise the County oflprogress as key milestones are
rcachcd in thc scope above in the evetrt unforeseen issttes arise.
Under Phase I.2 Aspect has budgctcd for up to 2 virtual meetings with Ecology and or the
County.
Phase 2.1 Draft llenort of Oxamingtion and Public Noticc ($13.500)
tJnder this Phase, Aspect will prepare the permitting documents required under Pltase 2 ol the
CRA. T'hese documents iucludc thc draft Report of tsxamination, the public notice, and thc draft
