If no fatal flaws are identified in the Phase I technical memorandum, thcn Ecology will issue a Phase 2 contract. The Phase 2 contract will require the County to submit a dratl Report of Examination (ROE) fbr Ecology's revierv. Similar to Phase l, the County will be required to reimburse Ecology for the time it takes thsm lo revierv the ROE. Ecology's review cost for Phase 2 is currently unknorvn and is heavily dependent on results ofthe Phase I technical memorandum. To assist the County through Phases I and2 of the CRA process, Aspect proposes to complete the following work under this contract artthorization: Phrrse l.l Abridsed Tec.hnical Mcrltorandunr ($6.500): During the initial phases of the project Aspect identified an existing hydrogeologic memorandum and ROE that rvas authored by Ecology in 2015. fhe existing technical work completed by Ecology lvas for a large area permit located in the same subbasin as the subject water right application. The draft report of examination addressed key technicalissrtcs and concluded that (1) u,ater is available for appropriation (2) the proposed use is beneficial (3) the proposed use is not contrary to the public intercst and (4) thc proposed use will not cause detriment or injury to existing rights, During the pre-CRA meeting, Aspect asked Ecology if they had reviewed the existing ROE and hydlogeologic rnemorandum. Ecology stated that they were unlamiliar with the documents and would not rcview tlre existing technical rvork unless they were paid for their time through a CRA contra<.:1. 'fherefore, to promote effioiency and leduce costs Aspect proposes to complete an abridged technical memorandurn that largely relies on Ecology's body of existing lvork.
