Location of Project: Kittitas County - Thorp Subbasin Project Title: Cost Reimbursement Agreement G4-36135 Description of Work: Aspect Consulting (Aspect) understands that Kittitas County (County) has requested technical assistance to help process water right application G4-36135, Water right application (G4-36135) was submitted by the County in202l and proposes to expand the existing place of use lbr the County's water bank to include groundwater from the basalt aquifers located at the base of Manastash Ridge in the Thorp Subbasin. Aspect understands that although the application was submitted by the County in202l, the Department of Ecology (Ecology) has decided not to process the application via their standard processing que due to stafling constraints and the application's large technical component. Due to landowner interest in the application, the County and Ecology have recently discussed processing the application through Ecology's Cost Reimbursement Agreement program. Cost Reimbursement Agreements (CRAs) are currently the standard mechanism to have pending applications processed in a timely rnanner. The CRA program is a pay-for-service option that allows applicants to pay the cost of having their application processed by prequalified consultant teams (of which Aspect is one). There are two phases associated with the CRA, currently Ecology has issued a draft Phase I contract for the County's leview. Llnder this Phase I contract, the County would have to provide Ecology with a technical memorandum and reimburse Ecology for the time it takes them to
