Aspect anticipates that work previously completed under Phase 1 will provide <br />significant efficiencies to complete the ROE. <br />Aspect has budgeted up to 8 hours to review and address Ecology comments, then prepare a final <br />ROE for Ecology's approval. The approved ROE will then be subject to a 30-day public <br />comment period, following a 30-day appeal period. <br />Following the 30-day appeal period, Aspect will assist the County with tracking and coordination <br />with Ecology of the permit issuance following completion of the draft ROE through public <br />comment and appeal periods. <br />Under Phase 2.1 Aspect has budgeted for up to 3 virtual meetings with Ecology and/or the <br />County. <br />For budgeting purposes, we have assumed that the County will take the lead on any SEPA <br />related efforts. <br />Cost Breakdown: Aspect understands that a local landowner (Mr. Jansen) has agreed to enter <br />into a cost share agreement with the County to process the subject application through Ecology's <br />Cost Reimbursement Program. As such, Aspect proposes the following phase costs and budget <br />for each party in Table 1 below. <br />Table 1. It is not known how <br />voluminous the public comments (including but not limited to Ecology, tribal, Department of <br />Fish and Wildlife, and the Water Transfer Working Group) may be throughout this process. We <br />have prepared this scope based on similar assessments performed in the past and will advise the <br />County of progress as key milestones are reached in the scope above in the event unforeseen <br />issues apse. <br />
