SO -DES ...'TO Ty£CO`G <br />F4D� �1�J9 <br />IOTTITAS COUNTY <br />KITTZTg S CO <br />DEPARTMENT OF PUBLIC WORKS <br />If Ecology deems the 2015 technical work unsuitable to use for the proposed permit application, <br />then Aspect will complete a comprehensive technical memorandum including all of the <br />components listed in the Phase 1 CRA contract. These components include: <br />• Describe the hydrogeologic conceptual model of the proposed project site. This needs to <br />include but not limited to 1) Identify and describe the aquifer properties of the source <br />aquifer. 2) Identify source aquifer boundary conditions. 3) Identify water level trends in <br />the source aquifer. 4) Estimate the water budget for the source aquifer. <br />• Describe the physical and legal availability of water in the proposed project areas. <br />• Impairment Analysis - Identify all senior water rights and yet -to -be -processed senior <br />water right applications within the same source aquifer. Identify and quantify impacts to <br />senior water rights in the source aquifer. <br />• Identify and quantify impacts to surface water bodies and tributaries <br />• A site map showing the place of use and point(s) of withdrawal for all related water rights, <br />ensuring clarity on project boundaries and infrastructure. <br />• A vicinity map showing the location of all senior water rights and any senior water right <br />applications within the same source aquifer, providing context to their proximity to the <br />proposed project. <br />• A groundwater elevation map showing groundwater elevation contours based on area well <br />reports and published source material. This map should clearly depict all surface water <br />features, as well as assumed groundwater divides, to illustrate the relationship between <br />groundwater and surface water bodies. <br />• A geologic cross section based on available area well reports and published source material, <br />showing the subsurface conditions relevant to the proposed project. <br />Budget under this task will be largely dependent on Ecology's feedback on the Phase 1.1 <br />deliverable. If the Phase 1.1 deliverable is not accepted Aspect cannot predict the level of effort <br />that Ecology will require for Phase 1.2. We have prepared this scope based on similar <br />assessments performed in the past and will advise the County of progress as key milestones are <br />reached in the scope above in the event unforeseen issues arise. <br />Under Phase 1.2 Aspect has budgeted for up to 2 virtual meetings with Ecology and or the <br />County. <br />Phase 2.1 Draft Report of Examination and Public Notice ($13,500) <br />Under this Phase, Aspect will prepare the permitting documents required under Phase 2 of the <br />CRA. These documents include the draft Report of Examination, the public notice, and the draft <br />
