l. lntro uction <br />Program Overview <br />The Cold Weather Shelter (CWS) is a seasonal emergency shelter designed to provide refuge and <br />safety to individuals experiencing homelessness during extreme cold weather conditions. The <br />shelter operates from November L5th to March 15th, ensuring that vulnerable individuals have <br />access to warmth, shelter, and essential services. <br />The CWS operates on a low-barrier model, meaning individuals can access the shelter with <br />minimal entry requirements, prioritizing the safety and well-being of those at the highest risk. We <br />offer a warm, safe sleeping environment, nutritious meals and hygiene facilities. <br />Staffed by a dedicated team of trained employees and volunteers, the CWS focuses on providing <br />trauma-informed, non-judgmental care to all guests, fostering an atmosphere of dignity, respect, <br />and compassion. Our goal is to not only prevent cold-weather-related injuries and fatalities but <br />also to serve as a bridge for individuals seeking more permanent housing and stability. Through <br />partnerships with local service providers, we connect guests with critical resources that address <br />their immediate needs and help move them toward long-term solutions. <br />The Cold Weather Shelter is an essential component of the community's response to <br />homelessness, providing lifesaving shelter and support during the most vulnerable times of the <br />year. <br />Target ulation <br />The target population for the CWS includes individuals experiencing homelessness who are at <br />high risk of exposure to extreme cold weather conditions.
