Page 1 of 2 <br />Information Technology “Study Session Staff Report”, 8/26/24 <br />KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br />STAFF REPORT FOR <br />STUDY SESSION <br /> <br />Information Technology <br /> <br />STUDY SESSION DATE: 8/26/24 <br /> <br />TOPIC: Request to Approve IT Staffing Change <br /> <br />ACTION REQUESTED: Board Approval <br /> <br />LEAD STAFF: Zane Kinney <br /> <br />RECOMMENDATION: <br />IT Department is recommending that the Board approve removing the position of GIS <br />Coordinator and adding the position of GIS Technician. <br /> <br />BRIEFING SUMMARY: <br /> <br />• GIS is currently staffed by Jesse Potts, GIS Analyst at .5 FTE, with Assistant <br />Director, Zane Kinney, providing coordination and assistance with system <br />administration and support to County staff interacting with GIS. <br />• Pro West GIS is providing contracted services <br />• Since the vacancy of the GIS Coordinator position, IT has struggled to maintain <br />an optimum level of service to the County. <br />• A mandatory migration from ArcGIS Enterprise 10.X to ArcGIS Enterprise 11.X <br />will occur soon that is expected to be an extensive amount of work. <br />BACKGROUND: <br />The position of GIS Coordinator was vacated in Q3 of 2022. That position was <br />previously filled by a highly skilled, knowledgeable and experienced individual in the <br />administration of the ArcGIS environment, software engineering, and geospatial data <br />engineering. <br /> <br />A decision was made by IT not to immediately attempt to fill that position. That decision <br />was made based on the perceived limited applicant pool and IT lacked sufficient <br />understanding of position’s highly technical and specialized responsibilities. <br /> <br />DISCUSSION: <br />IT concludes that filling the GIS coordinator is unnecessary. Management, coordination, <br />and oversight of the GIS program can be performed by current IT leadership, primarily <br />the Assistant Director. ArcGIS software platforms have improved, allowing for solution <br />creation with less need for highly customized application development. Moving to the
