Summary: There are several committees that serve under the Board of County <br />Commissioners to facilitate internal governance and foster increased collaboration <br />across the enterprise. One of these committees, the Information Technology <br />Committee is currently not active and seeking renewed purpose and direction. <br />Concurrently, a group of leaders from Management Team have been developing the <br />concept for a new committee that brings key internal service-related functions <br />together to provide standardized comprehensive reporting and enterprise project <br />review. <br />The proposed committee would have the following membership: Human Resources <br />Director, Prosecutor’s Office Representative, IT Director, Maintenance Director, and <br />Budget & Finance Director. It would be charged with: <br />•Providing comprehensive quarterly update to Management Team, and BOCC on <br />Central Services related topics including: <br />o Budget Updates: YTD expense/revenues & trends <br />o IT Updates: Technology changes and upgrades that will affect daily <br />operations across the county. <br />o Maintenance: Major project updates <br />o HR Director: Benefit program changes <br />•Additionally, the committee shall provide updates on specific central services- <br />related topics as requested by the Management Team. <br />•Provide a review of cross functional projects and make recommendations to the <br />Management Team on implementation. <br />Recommendation: The BOCC temporarily inactivates the IT Committee with the <br />understanding that the Central Services Committee be developed and formally <br />proposed to Management Team and the BOCC as a replacement for the IT <br />Committee within 30 days. <br />Proposal by: Bryan Elliott, County Auditor Topic: Central Services Committee Meeting: BOCC Admin, March 25th, 2024 <br />Project Review Criteria-Example <br />•What are we going to do? <br />o Can we do it legally? <br />o Does it need an ordinance or policy change? <br />•Why are we going to do it? <br />o Advantages/Disadvantages <br />o Project Risk Evaluation <br />▪What are the potential risks for the project? <br />▪Given those risks, can the County transfer the risk <br />(via contract or by purchasing additional insurance)? <br />▪Are there ways to minimize the risk? Or is the County <br />going to retain the risk? <br />•Who is going to do it? <br />o Which Departments could/should participate? <br />o Who is lead/sponsor for the project? <br />o What are the vendor options? <br />o Will we use an Bid/RFP process? <br />o Who is going to pay for it? <br />▪Is it in the budget? <br />▪Do we need a budget amendment? <br />•When are we going to do it? <br />o Draft Implementation Plan & Timeline?
