• On September 10t', 2024, the Planning Commission conducted a public hearing to <br /> consider Docket Item 2024-05 for the 2024 Annual Amendment to the Comprehensive <br /> Plan and unanimously recommended approval (4-0)to include an Agritourism definition <br /> into Kittitas County Code(KCC 17.08.034 F)with eleven(11)findings of fact. <br /> • In their findings, the Planning Commission finds that the inclusion of an Agritourism <br /> definition consistent with state law is a good start and provides a good basis for future <br /> review and decision, however, there should be a larger community role in developing a <br /> better definition. <br /> 6. Docket Item 2024-06 — This item, the complete RCW 64.37, was proposed by the Kittitas <br /> County's Short Term Rental Committee to establish a definition for Short Term Rental. This will <br /> allow for future discussion and development of requirements for short-term rentals. <br /> • On September 101, 2024, the Planning Commission conducted a public hearing to <br /> consider Docket Item 2024-06 for the 2024 Annual Amendment to the Comprehensive <br /> Plan and unanimously recommended approval (4-0) to include RCW 64.37.010 (1-11) as <br /> the Short-Term rental definition into Kittitas County Code (KCC 17.08.486) with <br /> seventeen(17)findings of fact. <br /> • In their findings,the Planning Commission finds that the inclusion of a Short-Term rental <br /> definition identified as RCW 64.37.010 (1-11) is consistent with state law, without other <br /> sections of RCW 64.37, such as 64.37.020 Taxes, 64.37.030 Consumer safety, 64.37.040 <br /> Short Term Rental Platforms,& 64.37.050 Liability insurance. <br /> • In their findings, the Planning Commission also found that additional work and <br /> development of a definition is warranted, as there are unintended consequences, potential <br /> impacts to private property rights,and therefore a need for regulations to be developed. <br /> 7. Docket Item 2024-07—This item was proposed by KCCDS staff regarding parcels that contain <br /> split zoning of Forest & Range 20 and Agricultural-5 zoning that also lies within the City of <br /> Kittitas urban growth area. KCCDS has had discussions with the City of Kittitas, who informed <br /> they will address this issue during their comprehensive plan periodic update, therefore KCCDS <br /> Staff proposes to withdraw Docket 2024-07. <br /> • On September 101', 2024, the Planning Commission conducted a public hearing to <br /> consider Docket Item 2024-07 for the 2024 Annual Amendment to the Comprehensive <br /> Plan and unanimously recommended approval to withdraw Docket Item (4-0) with seven <br /> (7)findings of fact. <br /> • In their findings, the Planning Commission found that the parcels in question are within <br /> the urban growth node of the City of Kittitas, who has advised KCCDS that they will <br /> address this item as part of their periodic update. <br /> 8. Docket Item 2024-08 — This item was proposed by KCCDS staff. This item proposes to amend <br /> the building code (KCC 14)to create an easier process for future updates due to WA State Code <br /> Amendment occurrences. <br /> • On September 101, 2024, the Planning Commission conducted a public hearing to <br /> consider Docket Item 2024-08 for the 2024 Annual Amendment to the Comprehensive <br /> Plan and unanimously recommended denial(4-0)with twelve(12) findings of fact. <br /> BOCC 2024 Annual Docket Public Hearing Staff Report Page 3 <br /> November 611,2024 <br />
