• In their findings, the Planning Commission found that adopting this item would <br /> erroneously make it simple to adopt approved state codes without understanding the <br /> impacts or unintended consequences, and that it's important that our elected officials <br /> adopt the state codes. <br /> 9. Docket Item 2024-09—This item was proposed by Kittitas County Department of Public Works. <br /> This item proposes clarifications of private road standards regarding private road certifications, <br /> private road design standards (Table 12.04.04-1), description of civil review processes, removal <br /> of unnecessary turnaround requirements, including code language to be consistent with Ord. <br /> 2022-017,2022 Article V I.Driveway Access,and mylar submittal requirements. <br /> • On September 101, 2024, the Planning Commission conducted a public hearing to <br /> consider Docket Item 2024-09 for the 2024 Annual Amendment to the Comprehensive <br /> Plan and unanimously recommended approval (4-0) with changes and twelve (12) <br /> findings of fact. <br /> • In their findings, the Planning Commission recommended approval with the following <br /> clarifications: <br /> i. strike the proposed new language (2' paragraph) under KCC 12.04.04.050 <br /> Private Roads. <br /> ii. add language to the proposed Engineer's Certificate Report language#3. to read <br /> as follows: "3. Private Road maintenance agreement for newly developed <br /> property. <br /> iii. strike the proposed language Engineer's Certificate Report language#4. <br /> iv. accept the changes to Table 12.04.04-1. <br /> v. strike 12.04.04.090 F.2. <br /> vi. accept 12.04.07.090 Driveway Access Predating the adoption of the Road <br /> Development Standards. <br /> vii. accept the striking of the word mylar under 12.04.10.050 H. <br /> viii. accept the proposed striking under 12.05.02.070 L. <br /> 10. Docket Item 2024-10 — This item was proposed by KCCDS Staff to amend KCC 16.12.260 by <br /> adding a preliminary plan approval revision process. <br /> • On September 10', 2024, the Planning Commission conducted a public hearing to <br /> consider Docket Item 2024-10 for the 2024 Annual Amendment to the Comprehensive <br /> Plan and unanimously recommended approval (4-0) with changes and thirteen (13) <br /> findings of fact. <br /> • In their findings, the Planning Commission found that this item creates a review process <br /> for minor changes to preliminary approved subdivisions by removing the proposed <br /> language"as determined by the department"in Sections B, C, &E. <br /> Attachments: Complete Record for Docket Items 2024-01 through 2024-10. <br /> BOCC 2024 Annual Docket Public Hearing Staff Report Page 4 <br /> November 601,2024 <br />
