Kittitas County <br /> Public Health <br /> O e p a r t m e n l <br /> To Protect and Promote the Health and the Environment of the People of Kittitas County <br /> drawbacks to consolidation have been conducted.Therefore, a distinction will continue to be made between the human <br /> services budget, and the HS division. <br /> Department Organization <br /> The HS Division itself consists of two staff members:the Human Services Manager and the Human Services <br /> Administrative Specialist.At the time of the completion of this document, both positions are vacant and in active <br /> recruitment. <br /> The Human Services Manager will supervise the Human Services Administrative Specialist, and as a team they will <br /> initially focus on building out the county's work in homelessness/affordable housing, mental health,and the opioid <br /> settlement.A large portion of this will consist of working directly with the human services advisory boards/committees <br /> (Homelessness and Affordable Housing Advisory Committee,the 1/101h of 1% Mental Health and Chemical Dependency <br /> Advisory Board,the Developmental Disabilities Advisory Committee, and the Veterans Advisory Board) and developing <br /> policy and procedure for all the tax and fee revenue that flows through those committees into the community and <br /> grants and contracts for services.The manager will also be tasked with benchmarking other human services work taking <br /> place both in stand-alone county Human Services Departments, and in local health jurisdictions that operate as Health <br /> and Human Services Departments, identifying gaps and improving current processes,working with the Public Health <br /> Infrastructure team to conduct needs assessments and understand current data, identifying grant funding,working with <br /> the Public Health Director to advise the BOCC and BOH and develop policy positions, and building relationships with <br /> community partners. <br /> Anticipated Revenue: $5,321,447 <br /> Tax and Fee Revenue <br /> 55%of the division budget is comprised of tax and fee-based revenue, as follows: <br /> 1110th of 1%Mental Health and Chemical Dependency Tax <br /> This tax allows one-tenth of one percent of local sales tax retained by Kittitas County specifically to provide funding for <br /> mental health and chemical dependency programs and services, as authorized by RCW 82.14.460. Kittitas County Board <br /> of Commissioners (BOCC) passed ordinance 2021-017 authorizing implementation of this sales and use tax in Kittitas <br /> County effective January 1, 2022 through December 31, 2027, unless reauthorized by the BOCC. None of this funding <br /> may be used to support administrative costs. <br /> Document and Recording Surcharge Fee <br /> Pursuant to RCW 36.22.250, Kittitas County retains a portion of funds collected by the document recording surcharge. It <br /> is required that these funds be used to: <br /> • Accomplish the purposes of the homeless housing five-year plan. <br /> ■ Provide housing activities that serve extremely low and very low-income households, including: <br /> o Supporting the acquisition, construction,or rehabilitation of affordable housing projects or units <br /> within housing projects. <br /> o Supporting building operation and maintenance costs of affordable housing projects. <br /> o Providing rental assistance vouchers for affordable housing units. <br /> Kittitas County Public Health Department—2025 Human Services Preliminary Budget Narrative Page 2 of 5 <br /> 24 <br />
