Affordable and Supportive Housing Sales and Use Tax Credit Pursuant to RCW 82.14.540, Kittitas County adopted ordinances 2020-004 and 2020-006 to access a Washington State sales and use tax credit made available to counties specifically to fund affordable and supportive housing.This revenue is available for 20 years from initiation in 2020, and must only be used for: • Acquiring, rehabilitating,or constructing affordable housing. • Providing supportive housing services under RCW 71.24.385. • Funding the operations and maintenance costs of new units of affordable or supportive housing. • Providing rental assistance to tenants. • Up to 10%of funds may be used to support administrative costs. Community Services Millage RCW 71.20.110 requires that counties levy an annual millage percentage of property tax.These funds are required to be used for the coordination and provision of community services for persons with developmental disabilities or mental health services.There is no cap on the use to support administrative costs. Veterans Services Tax RCW 73.08.080 requires that counties levy an additional property tax rate to create a Veterans'Assistance Fund.These funds are required by RCW 73.08.010 to address the needs of local indigent veterans and their families.There is no cap on the use to support administrative costs. Grant Revenue KCPHD will administer two state funded grants for the 2025 budget year. The Developmental Disabilities (DD)grant through the Department of Social and Health Services is an ongoing non- competitive grant to provide community funding for DD employment and day service providers. It allows for a 10% administrative rate,with all remaining funds contracted to service providers. New to KCPHD over the 2024/2025 state fiscal year,the Department Commerce provided supplemental document recording surcharge fee funds to each county to support local homelessness programs. Part of this funding was required to subcontract to HopeSource as the county's Consolidated Homelessness Grant recipient, and part was retained by the county for any activities related to the achievement of the County's Five-Year Homelessness and Affordable Housing Plan.The Board of County Commissioners directed these funds to be used to support operations of the 2024/2025 Cold Weather Shelter.These funds also allowed for an overall 10%administrative rate to be retained by KCPHD. Opioid Settlement Kittitas County participates in the national legal action against opioid manufacturers and distributors.As a result, as financial settlements are reached,the county receives designated percentages of the funds. It is anticipated that funding will continue for the next ten years,though it is difficult to forecast the annual amounts.Settlements differ for each company involved;some are one-time payouts,while others are small annual amounts over the course of years.
