a <br /> Kittitas County <br /> Public Health <br /> D e p a r t m e n t <br /> To Protect and Promote the Health and the Environment of the People of Kittitas County <br /> o Supporting operating costs for emergency shelters and licensed overnight youth shelters. <br /> • Up to 10%of funds may be used to support administrative costs. <br /> Affordable and Supportive Housing Sales and Use Tax Credit <br /> Pursuant to RCW 82.14.540, Kittitas County adopted ordinances 2020-004 and 2020-006 to access a Washington State <br /> sales and use tax credit made available to counties specifically to fund affordable and supportive housing.This revenue <br /> is available for 20 years from initiation in 2020, and must only be used for: <br /> • Acquiring, rehabilitating,or constructing affordable housing. <br /> • Providing supportive housing services under RCW 71.24.385. <br /> • Funding the operations and maintenance costs of new units of affordable or supportive housing. <br /> • Providing rental assistance to tenants. <br /> • Up to 10%of funds may be used to support administrative costs. <br /> Community Services Millage <br /> RCW 71.20.110 requires that counties levy an annual millage percentage of property tax.These funds are required to be <br /> used for the coordination and provision of community services for persons with developmental disabilities or mental <br /> health services.There is no cap on the use to support administrative costs. <br /> Veterans Services Tax <br /> RCW 73.08.080 requires that counties levy an additional property tax rate to create a Veterans'Assistance Fund.These <br /> funds are required by RCW 73.08.010 to address the needs of local indigent veterans and their families.There is no cap <br /> on the use to support administrative costs. <br /> Grant Revenue <br /> KCPHD will administer two state funded grants for the 2025 budget year. <br /> The Developmental Disabilities (DD)grant through the Department of Social and Health Services is an ongoing non- <br /> competitive grant to provide community funding for DD employment and day service providers. It allows for a 10% <br /> administrative rate,with all remaining funds contracted to service providers. <br /> New to KCPHD over the 2024/2025 state fiscal year,the Department Commerce provided supplemental document <br /> recording surcharge fee funds to each county to support local homelessness programs. Part of this funding was required <br /> to subcontract to HopeSource as the county's Consolidated Homelessness Grant recipient, and part was retained by the <br /> county for any activities related to the achievement of the County's Five-Year Homelessness and Affordable Housing <br /> Plan.The Board of County Commissioners directed these funds to be used to support operations of the 2024/2025 Cold <br /> Weather Shelter.These funds also allowed for an overall 10%administrative rate to be retained by KCPHD. <br /> Opioid Settlement <br /> Kittitas County participates in the national legal action against opioid manufacturers and distributors.As a result, as <br /> financial settlements are reached,the county receives designated percentages of the funds. It is anticipated that funding <br /> will continue for the next ten years,though it is difficult to forecast the annual amounts.Settlements differ for each <br /> company involved;some are one-time payouts,while others are small annual amounts over the course of years. <br /> Kittitas County Public Health Department—2025 Human Services Preliminary Budget Narrative Page 3 of 5 <br /> 25 <br />
