F. Private roads shall be continuously open and unobstructed for use by emergency,public <br /> service,and utility vehicles. Gates shall meet the requirements of KCC 12.04,08.110. <br /> G. Private roads built to public road standards may serve more than 30 lots without a <br /> secondary access. <br /> Private roads shall comply with the following conditions: <br /> A. Shall meetthe minimum access requirements of the International Fire Code as adopted <br /> by the County,KCC 20,or Kittitas County Road Standards,whichever is more stringent, <br /> and <br /> B. May be designed and constructed in conformance with AASHTO Guidelines for Geometric <br /> Design of Very Low-Volume Local Roads(ADT<400),most recent edition,and unless <br /> otherwise required by this code,and <br /> C. Shall be permanently established by a right-of-way or easement recorded with the Kittitas <br /> County Auditor,providing legal access to each affected lot,dwelling unit,or business,and <br /> D. Stormwater generated by roads shall be managed and retained on-site with a stormwater <br /> system that conforms to the specifications of the most current version of the Stormwater <br /> Management Manual for Eastern Washington and KCC 12.04Article V.The stormwater <br /> system construction shall be certified by a licensed engineer.The certification shall be <br /> included with the road certification,and <br /> E. Will not result in land locking of proposed parcels within project boundary,and <br /> F. Will be maintained bythe applicant or legally responsible owner or homeowners' <br /> association or other Legal entity made up of all benefited property owners,under the <br /> provisions of an acceptable and recorded"Private Road Maintenance Agreement",and <br /> G. Clearly described on the face of the plat,short plat,or other development authorization, <br /> signed as a private road according to Public Works Road Naming&Signing Standards,and <br /> a disclosure statement filed with the County Auditor stating that Kittitas County is not <br /> responsible for the maintenance,and <br /> H. For any development that contains a private road,the following note shalt be placed on <br /> the face of the plat,short plat,development authorization,and subsequent documents <br /> transferring ownership of Lots: <br /> 1. "Kittitas County will not accept private roads for improvement,maintenance,or <br /> service as public roads until such roads are brought into conformance with <br /> current Kittitas County Road Standards and formally adopted bythe Kittitas <br /> County Board of County Commissioners according to KCC 12.01.100." <br />
