I. Private roads shall comply with the design requirements of KC Standard Plans for Private <br /> Roads based on Roadway Classifications in KCC 12.03. <br /> J. Private roads shall include a paved(HMA)approach when connecting to a public <br /> roadwaywhich is paved.The paved approach shall be the width of the roadway and is to <br /> include radius flares on either side.Pavement depth to be a minimum of four inches over <br /> eight inches of compacted aggregate. Pavement will extend from the roadway pavement <br /> edge a distance of twenty feet along centerline of the private roadway. <br /> Prior to final approval of any land use development activity,as defined by 12 01.040 and <br /> 15A 02.080.the entire private road system serving a development shall be certified by a civil <br /> engineer licensed in the State of Washington to meet Kittitas County Road Standards,unless a <br /> performance guarantee is provided in accordance with KCC 12.01.090.The certification shall <br /> include all private roads used to access the development from a County or other publicly <br /> maintained road. <br /> The certification shall be prepared in accordance with the Department of Public Works private road <br /> certification guidelines and shall include the following:. •Iffmiv� <br /> eertmfie <br /> 1 Ear ginger's Certification Report including: <br /> aVerification the private road meets Kittitas County Road Standards Roads shall be <br /> vested to the road Standards which apply at the time of the plat Roads not certified <br /> and associated with plats or lots approved prior to the development of Kittitas <br /> County 2015 Road Standards shall be certified tp Kittitas County 2015 Road <br /> Standards.Bo ads certified to Kittitas County 2024 Road Standards shall meet the <br /> requirements of Table 12 04.04-1.and <br /> b Verification the rivate road is sufficiently compacted and <br /> c. Verification the private road has a turn around meeting the requirements of <br /> Internation Fire Code Appendix Q.and <br /> d Verification the private road sufficiently manages stormwater runoff. <br /> 9 All required sign are i�per MUTCD standards(Stop Sign Road ignn,etc.l <br /> 3—Private Road maintenance agreement. <br /> 4 Any other relevant information the County Engineer deems necessary to ensure access for <br /> Fire Life and Safely vehicles. <br /> A final acceptance inspection by the Department of Public Works is required prior to acceptance of <br /> the road certification.Any noted deficiencies must be corrected prior to final acceptance. <br /> Roads not certified and associated with plats or lots approved prior to the development of Kittitas <br /> County 2015 Road Standards shall be certified to Kittitas County 2015 Road Standards.In cases <br /> where these standards are not feasible,the County Engineer may(1)develop site specific <br /> standards or(2)deny further development on the road. <br />
