CHAPTER 3: EXISTING CONDITIONS IN THE STUDY AREA <br />HopeSource <br />HopeSource is a private, non-profit <br />organization providing a wide range of human <br />services, including low-cost transportation <br />service, to all citizens of Kittitas County. It <br />operates its door-to-door service Monday <br />through Friday from 7:00 a.m. to 6:00 p.m.; <br />rides must be scheduled 24 hours in advance. <br />Service to Yakima is provided twice a month. <br />Hope Source services are funded by a WSDOT <br />grant; the organization provides 3,500 annual <br />rides for Cie Elum, Roslyn, and Ronald seniors <br />Wenatchee Valley Shuttle <br />The Wenatchee Valley Shuttle operates <br />between Wenatchee and SeaTac several <br />times a day, with scheduled departure times. <br />Reservations are required for the shuttle. The <br />shuttle runs seven days a week regardless of <br />weather or pass conditions.' <br />Regional Transportation Providers <br />Greyhound and Flixbus provide limited access <br />interstate and interregional transportation <br />service along 1-90 in the study area, with <br />several routes per day traveling through the <br />area. Both of these bus lines have only one <br />stop in Kittitas County, at the intersection of <br />US 97 and University Way in Ellensburg. <br />3.2.4 Local, Tribal, and State <br />Planning <br />The following discusses state, tribal, and <br />county plans for the study area, emphasizing <br />transportation facilities. <br />WSDOT Plans and Studies <br />2040 and Beyond <br />WSDOT's State Transportation Policy Plan, 2040 <br />and Beyond (2020), outlines several key goals <br />9 https://www.weiiatcheevalleyshuitle.com/ <br />aimed at shaping the future of transportation <br />in the state. These goals include: <br />• Economic Vitality: Promote and develop <br />transportation systems that stimulate, <br />support, and enhance the movement of <br />people and goods to ensure a prosperous <br />economy. <br />• Preservation: Maintain, preserve, <br />and extend the life and utility of prior <br />investments in transportation systems and <br />services. <br />• Safety: Provide for and improve the safety <br />and security of transportation customers <br />and the transportation system. <br />• Mobility: Improve the predictable <br />movement of goods and people throughout <br />Washington state, including congestion <br />relief and improved freight mobility. <br />• Environment and Health: Enhance <br />Washington's quality of life through <br />transportation investments that promote <br />energy conservation, enhance healthy <br />communities, and protect the environment. <br />• Stewardship: Continuously improve the <br />quality, effectiveness, and efficiency of the <br />transportation system. <br />These goals collectively aim to guide <br />transportation planning, investment, and <br />decision -making in Washington state towards <br />a more sustainable, resilient, and equitable <br />transportation system for the future. <br />Highway System Plan <br />WSDOT's Highway System Plan (2024) outlines <br />the goals and priorities for the state's <br />highway network.
