a.m. to 8:00 p.m., with the peak congestion <br />from about 2:00 p.m. to 4:00 p.m. <br />3.2.2 Active Transportation <br />Network <br />As defined by WSDOT, active transportation <br />entails "a human -scale and often human - <br />powered means of travel to get from one <br />place to another"; this includes "walking, <br />bicycling, using a mobility assistive or adaptive <br />device such as a wheelchair or walker, using <br />micromobility devices, and using electric -assist <br />devices such as a -bikes and e-foot scooters."' <br />Active transportation facilities in the study <br />area include the Palouse to Cascades State <br />Park Trail and numerous local and regional <br />trails (see Section 3.4.5 and Figure 3-3 for <br />additional detail). 1-90 is not open to active <br />travel modes with the exception of bicyclists <br />who are permitted to operate in the right <br />shoulder of the highway per RCW 46.61.160.11 <br />CHAPTER 3: EXISTING CONDITIONS IN THE STUDYAREA <br />Bicyclists regularly use many of the roads <br />in Kittitas County; however, there are few <br />routes that provide specialized facilities to <br />improve conditions for bicyclists in the study <br />area. County roads are generally narrow with <br />deep ditches and small shoulders. Bicyclists <br />appear to more often choose Kittitas County <br />roads that offer wide shoulders and smoother <br />pavement, including Bullfrog Road, Upper Peoh <br />Point Road, and Westside Road in the study <br />area. 1-90 is not a designated U.S. Bicycle Route. <br />3.2.3 Transit Network <br />Kittitas County Connector <br />The Kittitas County Connector is a free bus <br />service between Ellensburg and Upper Kittitas <br />County operated by HopeSource and Central <br />Transit.
