Primary emphases for the Highway System <br />Plan include: <br />• Congestion relief <br />• Preservation of existing investments <br />• Improvement of traveler safety <br />• Efficient movement of freight and goods <br />• Improvement and integration of all <br />transportation modes to create a seamless <br />intermodal transportation system for <br />people and goods <br />Washington State Freight System Plan <br />The Washington State Freight System Plan <br />(WSDOT 2022) outlines strategies and priorities <br />for managing and enhancing the state's freight <br />transportation network. It aims to support <br />the efficient movement of goods to and from <br />Washington's ports, airports, railroads, and <br />highways while addressing challenges such <br />as congestion, safety, and environmental <br />sustainability. <br />CHAPTER 3: EXISTING CONDITIONS IN THE STUDY AREA <br />Washington State Rail Plan <br />The Washington State Rail Plan 2019-2040 <br />(WSDOT 2020) outlines strategies and priorities <br />for managing and enhancing the state's <br />passenger and freight rail transportation <br />network.
