INTRODUCTION <br />1.4 Study Process and <br />Approach <br />Based on meaningful discussions with <br />stakeholders and insights into public concerns, <br />the County and WSDOT developed a study <br />process designed to ensure that alternatives <br />effectively addressed the project's needs. The <br />Public, <br />Stakeholder, and <br />Agency Input <br />criteria used to evaluate each alternative were <br />carefully selected to accurately measure how <br />well each alternative aligned with the project's <br />purpose.
