CHAPTER l: INTRODUCTION <br />Table 1-2 Feasibility Study Process and Approach <br />Step Activity <br />1 To kick off the project, the County and WSDOT met and interviewed key stakeholders <br />and held a webinar to collect public comments and concerns. A public survey was also <br />conducted to obtain community concerns regarding current travel conditions on 1-90 <br />in the study area. <br />................................................................................................................................................................. <br />2 Based on the information provided from the outreach process, the purpose for <br />evaluating and confirming the needs to the 1-90 corridor were confirmed. The study <br />area and priority of needs were refined. <br />................................................................................................................................................................. <br />3 Based on the purpose and need stemming from public input, alternative solutions <br />were identified. Measures to rate the effectiveness of the alternatives (how they met <br />the purpose and need of the project) were also developed. <br />................................................................................................................................................................. <br />4 The alternatives were evaluated (Tier 1 Evaluation) based on the criteria. As part of <br />this analysis, the current, existing conditions within the study area were documented <br />in support of the evaluation. Traffic modeling was performed to assess current and <br />future conditions on 1-90 during periods of issues. <br />................................................................................................................................................................. <br />5 Findings from the initial Tier 1 Evaluation were presented to the M2 and M3 Teams. <br />Based on input from the M2 Team, the evaluation criteria were revised, and a Revised <br />Tier 1 Evaluation was performed. <br />................................................................................................................................................................. <br />6 Following the Revised Tier 1 Evaluation, the three alternatives that scored the highest <br />in their ability to solve the challenges along the 1-90 corridor in the study area were <br />identified. <br />................................................................................................................................................................. <br />7 The top three alternatives were then evaluated against each other, with some criteria <br />modified or updated to further differentiate the three alternatives. <br />................................................................................................................................................................. <br />8 Based on public and stakeholder input, as well as discussion between the County <br />and WSDOT, an alternative was chosen to move forward for further design and <br />environmental analysis, pending project funding. <br />VOLUME I: FEASIBILITY REPORT 1-90 Corridor - Easton to Cle Elunn Feasibility Study 1 7 <br />
