CHAPTER 5: COMMUNITY AND STAKEHOLDER INVOLVEMENT <br />5.1 Public Outreach Plan <br />The Public Outreach Plan outlines a framework <br />for stakeholder engagement and public <br />involvement activities. The Plan was prepared <br />to guide the approach for outreach to the <br />public and stakeholders to learn about the <br />project and the study, ask questions, and <br />submit comments on their concerns and their <br />favored alternatives. The following goals and <br />objectives helped guide the public involvement <br />and communications strategy. <br />• Goal 1: Promote an understanding of the <br />purpose and need for the project and the <br />study and the process leading to final <br />decisions. <br />• Objective: Ensure comprehensive <br />information about the study and the <br />decision process is available to the <br />public and the media. <br />• Goal2: Involve the stakeholders and public <br />early on and throughout the process. <br />• Objective: Involve new and existing <br />stakeholders by providing a range of <br />public input opportunities. <br />• Objective: Provide continued <br />communication and feedback to the <br />public throughout the process. <br />• Objective: Publicize meetings and <br />activities through multiple and diverse <br />communications vehicles. <br />• Objective: Seek participation of all <br />potentially affected and/or interested <br />individuals, communities and <br />organizations. <br />1 https://steeri90.com/ <br />• Goal3: Ensure that public input is <br />incorporated into the decision -making <br />process. <br />• Objective: Involve the community and <br />other stakeholders at key milestones <br />and decision -making points throughout <br />the environmental review and design <br />process. <br />• Objective: Solicit meaningful input from <br />affected communities on the range of <br />alternatives and potential impacts. <br />• Objective: Respond to public comments <br />in a timely and thorough manner. <br />• Objective: Report back to the <br />community on how their feedback has <br />been considered and incorporated into <br />the decision -making process. <br />These goals and strategies were implemented <br />through various forms of communication, as <br />presented in the following sections. <br />5.2 STEER 1-90 Coalition <br />The County oversaw the funding and <br />development of the STEER 1-90 Coalition, <br />comprised of stakeholders from a range <br />of organizations engaged in improving this <br />portion of the 1-90 corridor. STEER 1-90's <br />websitel serves as an online forum to <br />disseminate information about the project <br />and bring together community and regional <br />stakeholders, including business owners, <br />legislators, and industry leaders. STEER 1-90 <br />focuses on bringing attention to the need <br />for 1-90 improvements in the study area via <br />lobbying, public outreach, and technical study. <br />Utilizing STEER 1-90's website, the County <br />facilitated seamless communication with <br />the public, enabling the dissemination of <br />information through various channels including <br />VOLUME I: FEASIBILITY REPORT 1-90 Corridor Easton to Cle Elum Feasibility Study 1 72 <br />
