CHAPTER S: COMMUNITY AND STAKEHOLDER INVOLVEMENT <br />webinars, the establishment of a mailing list, <br />and the facilitation of online public surveys. <br />5.3 Tribal Coordination <br />In late 2022, the County and WSDOT reached <br />out to Tribes deemed to have potential interest <br />in the project and study process. Tribes <br />contacted via email in December 2022 were: <br />• Colville Tribes <br />• Muckleshoot Indian Tribe <br />• Snoqualmie Indian Tribe <br />• Confederated Tribes and Bands of the <br />Yakama Nation <br />An overview of the project and the study <br />process, along with a map of the study area, <br />was provided to each Tribe. In May 2023, the <br />Snoqualmie Tribe requested a meeting with <br />the project team. This online meeting was <br />held on June 21, 2023. Also in May 2023, the <br />Yakama Tribe contacted the project team <br />and requested updates as the project moved <br />forward. The Colville Tribe and the Muckleshoot <br />Tribe did not wish to be involved at that time. <br />In January 2024, both the Snoqualmie and <br />Yakama Tribes were provided graphics and <br />descriptions of proposed alternatives, an <br />evaluation summary, and were informed of <br />upcoming opportunities for engagement, <br />including a webinar and open house. <br />5.4 Public and <br />Stakeholder Engagement <br />The following sections summarize public and <br />stakeholder engagement efforts, beginning <br />in June 2023. Activities listed below were <br />primarily initiated at two key milestones: <br />• At the initial kick-off of the project to <br />gather the public's thoughts and concerns <br />about travel in the study area, and <br />• Prior to the release of this draft report, <br />to gain insight into the public's thoughts <br />on alternatives and their preference for a <br />preferred alternative. <br />5.4.1 Information Distribution <br />and Notices <br />The STEER 1-90 website is the primary host <br />for the project using links to other project <br />platforms. The website provides information <br />about the study, upcoming project milestones, <br />and public involvement opportunities. It also <br />serves as a point of access to collect public <br />input and as a location where questions about <br />the project can be addressed. <br />The website includes opportunities for the <br />public and stakeholders to sign up to receive <br />email communication and updates regarding <br />the project. <br />5.4.2 Stakeholder Interviews <br />Stakeholder interviews were held in June and <br />July 2023. The goal of the interviews was to <br />obtain information and concerns regarding <br />current travel conditions along the 1-90 <br />corridor in the study area. Most interviews took <br />place via telephone, with some stakeholders <br />opting to complete a questionnaire. A mix of <br />industry, agency, and port representatives <br />were included in the interview pool based <br />on discussions with the STEER 1-90 Coalition. <br />A list of stakeholders contacted during the <br />engagement process is presented in Table 5-1. <br />Questions focused on: <br />• Gathering feedback regarding the purpose <br />and need of the study <br />• Understanding how traffic and mobility <br />affect the stakeholders' respective <br />organizations <br />• Identifying current traffic mobility concerns <br />in the study area <br />VOLUME I: FEASIBILITY REPORT 1-90 Corridor - Easton to Cle Elunn Feasibility Study 1 73 <br />
