5 COMMUNITY AND <br />STAKEHOLDER INVOLVEMENT <br />Public outreach is a critical part of any <br />planning study. It harnesses the insights <br />of roadway users and other members of <br />the public who supply the local knowledge, <br />context, and information necessary to make <br />informed project decisions. Engagement of <br />the residents, travelers, and other drivers who <br />regularly use 1-90 in Kittitas County is a key <br />factor in this project's success. <br />Consistent with Kittitas County (County) <br />and the Washington State Department <br />of Transportation (WSDOT) community <br />engagement practices, this feasibility study <br />process included opportunities for the public <br />and stakeholders to share their concerns, <br />issues, and preferred solutions. Various forms <br />of outreach were used to ensure the widest <br />range of engagement within the study area and <br />the County as a whole. <br />The general approach for public outreach <br />included: <br />• Development of a Public Outreach Plan <br />• Creation of the STEER 1-90 Coalition <br />(discussed below) to share and disseminate <br />information about the study <br />• Interviews with organizations, agencies, <br />and businesses that use corridor roadways <br />as part of their routine business, with a <br />focus on freight mobility <br />• Collection of broad public input on 1-90 <br />issues and potential improvements through <br />virtual workshops, an open house, and <br />surveys <br />The County and WSDOT reviewed public, <br />stakeholder, and affected agencies' comments <br />and concerns that were received during the <br />public outreach activities. This feedback was <br />used to help: <br />• Guide the development of project <br />alternatives to address the ongoing traffic <br />concerns along 1-90 in the study area <br />• Develop evaluation criteria to accurately <br />measure the ability of the proposed <br />alternatives to address concerns <br />• Select the preferred alternative to move <br />forward for further analysis, pending <br />funding. <br />VOLUME 1: FEASIBILITY REPORT 1-90 Corridor Easton to Cle Elum Feasibility Study 1 71 <br />
