• Determine the most appropriate method for tracking implementation progress and <br />the best methods for communicating progress to the key stakeholders and the <br />broader Kittitas County community <br />o Develop a detailed set of recommendations for the proposed monitoring process and <br />governance structure that the Plan Implementation Monitoring Task Group will present to <br />each of the key organizations to review, provide feedback and formally adopt. <br />o Make any appropriate changes based on the feedback from the organizations and finalize <br />the adopted monitoring process and governance structure and Committee membership <br />1.3 IDM will assist the Plan Implementation Monitoring Task Group with getting the new <br />Implementation Monitoring Committee launched and its members oriented to their roles and <br />responsibilities. Once the Committee is operational the Plan Implementation Monitoring Task <br />Group will cease to exist. <br />1.4 IDM will assist the Implementation Monitoring Committee with the planning, design and <br />facilitation of a Plan Status Update Event where each of the goal areas of the Plan are reviewed and <br />each lead organization provides a status report on implementation progress. <br />Timeline: 6-8 months: January 2024 to August 2024 <br />Phase 2: Developing Consensus for a Structure for Regional Economic Development <br />IDM will assist Central Washington University, Kittitas County, the City of Ellensburg, Kittitas County Chamber <br />of Commerce, CenterFuse, and their partners with developing a recommended organizational structure that <br />elevates economic development capacities in Kittitas County and fosters greater collaboration regionally. IDM <br />will work with a Regional Economic Development Task Group to complete an assessment of the community <br />and economic development activities and organizations in Kittitas County to gain a clear understanding of <br />current fields of activities being addressed and existing gaps. Based on the assessment findings, IDM will work <br />with the Task Group to develop a recommended organizational structure designed to leverage existing efforts <br />and organizations and appropriately address the identified gaps. Task 2 will include the following activities: <br />2.1. The key organizations (Central Washington University, Kittitas County, the City of Ellensburg, <br />Kittitas County Chamber of Commerce, CenterFuse, and others) will establish a Regional Economic <br />Development Task Group that will work with IDM to complete the assessment and develop a <br />recommended organizational structure. The Regional Economic Development Task Group membership <br />should include leaders from the organizations that are currently engaged in community and economic <br />development efforts in Kittitas County or would likely be engaged moving forward. <br />2.2. IDM will work with the Task Group to get organized and help orient its members to community <br />and economic development processes, typical organizational participants in the processes and the <br />common fields of activity undertaken in community and economic development. This orientation will <br />include a "community and economic development 101" session for the Task Group members. <br />2.3. IDM will work with the Task Group to undertake the assessment. The assessment will examine <br />the strengths and weaknesses of the current community and economic development efforts in Kittitas <br />County. The Task Group's key role in the assessment process is helping to identify the community and <br />economic development organizations in Kittitas County and their key contacts, taking the lead with <br />Page 12 <br />
