Proposed Process for Technical Assistance December 1, 2023 <br />♦ For Central Washington University <br />Project Overview <br />The Institute for Decision Making (IDM) at the University of Northern Iowa (UNI) proposes to assist Central <br />Washington University, Kittitas County, the City of Ellensburg and their partners by providing technical <br />assistance on bolstering the implementation of the Kittitas County Economic Development Strategic Plan and <br />elevating the economic development capacity and collaboration within the Kittitas County and region. The <br />project will focus on the following tasks: <br />Assist with developing an implementation monitoring process and governance structure for the <br />Economic Development Strategic Plan to ensure that implementation continues to progress and the <br />Kittitas County community remains informed and engaged with the Plan. <br />♦ Assist with developing an appropriate organizational structure that helps to elevate economic <br />development capacities in Kittitas County and fosters greater collaboration regionally. <br />Phase 1: Establishing an Implementation Monitoring Process and Governance Structure for the Kittitas <br />County Economic Development Strategic Plan <br />IDM will assist with developing an implementation monitoring process and governance structure for the <br />Kittitas County Economic Development Strategic Plan to ensure that implementation progress is made and the <br />Kittitas County community remains informed and engaged. Task 1 will include the following activities: <br />1.1 The key organizations (Central Washington University, Kittitas County, the City of Ellensburg, <br />Kittitas County Chamber of Commerce, CenterFuse and others) will establish a Plan <br />Implementation Monitoring Task Group that will work with IDM to develop a proposed monitoring <br />process and governance structure. <br />1.2 IDM will work with the Plan Implementation Monitoring Task Group to develop consensus <br />recommendations for the following elements of the monitoring process and governance structure: <br />o Define the roles and responsibilities that the implementing organizations have related to <br />providing progress reports and helping to keep the Plan "alive." <br />• Determine what each organization is responsible for reporting and the frequency of <br />the reports <br />o Design a recommended structure and activities for creating an Implementation Monitoring <br />Committee: <br />• Determine the purpose of the Committee <br />• Determine what organizations should be represented on the Committee and who <br />should be the appropriate representative from the organization <br />• Determine the roles and responsibilities of the Committee members <br />• Determine the appropriate organization to "staff" the Committee <br />• Define the "staff" roles and responsibilities <br />Page 11 <br />
