<br />Any cost allqcable to a partlcular federal finanolal assistanoe award provided for in 2
<br />C.F.R. Part 200, Subpart E may not be oharged to other federal flnancial assistance awards to overcome fund defioiencies;
<br />to avoid restrictions imposed by federal statutes, regulations, or federal financlal asslstanoe award terms and oonditlons; or
<br />for other reasons. However, these prohibitions would not preclude reolplente from shiftlng costs that are allowable under two
<br />or more awards in accordance with exlsting federal statutesi regulailons, or the federal financial assistance award terms and
<br />conditions may not be charged to other federal financial assistance awards to overcome fund defiolencies; lo avold restrlctions
<br />imposed by federal statufes, regulatlons, or federal flnanoial asslstanoe award terms and condition$; or for other roasons.

<br />Artlcle XX - False Clalms Act and Program Fraud Clvll Remedles
<br />Reclplents must comply with the requlrements of the False Olaims Act, 31 U.S,C, seotlons 3729- 3733, whlch prohlblt the
<br />submission of false or fraudulent claims for payment to the Federal Government, (See 31 U.S,C. sections 3801-3812, which
<br />details the administratlve remedies for false claims and statements made.)
<br />Artlcle XXI - Faderal Debt $tatus
<br />All recipients are requlred to be non-delinquent in thelr repayment of any federal debt. Examples of relevant debt include
<br />delinquent payroll and other taxes, audit disallowances, and benefit overpayments. (See oMB Circular A-129.)
<br />Artlcle XXll. Federal Leadership on Reducing Text lVlessaglng whlle Driving
<br />Reciplents are encouraged to adopt and enforce policles that ban text meosaging while driving as descdbed in E.O, 13513,
<br />lncludlng conducting initiatives desoribed in Section 3(a) of the Order when on official government business or when
<br />performing any work for or on behalf of the Federal Government.
