Any private road serving as access to five lots or more shall file a maintenance <br />agreement appurtenant to all the property owners having a vested interest in the <br />private road prior to recording the final plat with the Kittitas County auditor’s office <br />with a copy to be provided to the Kittitas County Building Department and Kittitas <br />County Public Works. Reference the auditor’s file number on the plat. The maintenance <br />and upgrading agreement shall provide for a funding mechanism that provides for <br />road maintenance of private roads and associated parking areas by a capable and <br />legally responsible owner, homeowners’ association or other legal entity made up of all <br />benefited property owners. The term “benefited property owners” shall include the <br />owners of record of all properties with frontage, including access rights, on the private <br />road or otherwise have legal access, whether constructed or not, to the private road. <br />D. Private roadway signs may either be provided by the applicant or by the department of <br />public works. A signing and striping plan, per KCC 12.04.11.060 (Submittal Procedure) <br />shall be submitted and approved prior to any sign installation. Names for private roads <br />shall be approved by the County Engineer and vetted by KITTCOM. <br />E. The placement of utilities shall be coordinated as much as possible with the placement <br />of private roads and public rights-of-way. <br />F. Private roads shall be continuously open and unobstructed for use by emergency, public <br />service, and utility vehicles. Gates shall meet the requirements of KCC 12.04.08.110. <br />G. Private roads built to public road standards may serve more than 30 lots without a <br />secondary access. <br />Private roads shall comply with the following conditions: <br />A. Shall meet the minimum access requirements of the International Fire Code as <br />adopted by the County, KCC 20, or Kittitas County Road Standards, whichever is more <br />stringent, and <br />B. May be designed and constructed in conformance with AASHTO Guidelines for <br />Geometric Design of Very Low-Volume Local Roads (ADT< 400), most recent edition, <br />and unless otherwise required by this code, and <br />C. Shall be permanently established by a right-of-way or easement recorded with the <br />Kittitas County Auditor, providing legal access to each affected lot, dwelling unit, or <br />business, and
