2023 Docket Enabling Ordinance December 19, 2023 <br />Page 90 <br /> <br /> <br />D. Stormwater generated by roads shall be managed and retained on-site with a <br />stormwater system that conforms to the specifications of the most current version of <br />the Stormwater Management Manual for Eastern Washington and KCC 12.04 Article V. <br />The stormwater system construction shall be certified by a licensed engineer. The <br />certification shall be included with the road certification, and <br />E. Will not result in land locking of proposed parcels within project boundary, and <br />F. Will be maintained by the applicant or legally responsible owner or homeowners’ <br />association or other legal entity made up of all benefited property owners, under the <br />provisions of an acceptable and recorded “Private Road Maintenance Agreement”, and <br />G. Clearly described on the face of the plat, short plat, or other development <br />authorization, signed as a private road according to Public Works Road Naming & <br />Signing Standards, and a disclosure statement filed with the County Auditor stating <br />that Kittitas County is not responsible for the maintenance, and <br />H. For any development that contains a private road, the following note shall be placed <br />on the face of the plat, short plat, development authorization, and subsequent <br />documents transferring ownership of lots: <br />1. “Kittitas County will not accept private roads for improvement, maintenance, <br />or service as public roads until such roads are brought into conformance <br />with current Kittitas County Road Standards and formally adopted by the <br />Kittitas County Board of County Commissioners according to KCC 12.01.100. <br />“ <br />I. Private roads shall comply with the design requirements of KC Standard Plans for <br />Private Roads based on Roadway Classifications in KCC 12.03. <br />J. Private roads shall include a paved (HMA) approach when connecting to a public <br />roadway which is paved. The paved approach shall be the width of the roadway and is <br />to include radius flares on either side. Pavement depth to be a minimum of four <br />inches over eight inches of compacted aggregate. Pavement will extend from the <br />roadway pavement edge a distance of twenty feet along centerline of the private <br />roadway.
