The location of proposed streets shall allow for the proper conveyance of the <br />storm drainage system. <br />2. Where a street is indicated to dead end into an adjacent unplatted area, the <br />applicant shall provide easements or written approval from the adjacent <br />landowner to discharge his storm drainage from the street onto the adjacent <br />land. <br />3. Stub streets shall end at the property line with a temporary cul-de-sac or other <br />turnaround per KC Standard Plan 9-10. <br />4. Type III barricades shall be permanently installed at the end of all stub streets <br />that do not end in a cul-de-sac or turnaround. <br />I. The County Engineer may determine that the AASHTO’s Policy on Geometric Design of <br />Highway and Streets, current edition, can be substituted for the WSDOT Design <br />Manual on a case-by-case basis. <br />12.04.04.050 Private Roads. <br />Although community local access roads are usually best served by public roads, controlled and <br />maintained by the county, private roads may be appropriate for some local access roads for <br />residential, commercial, or industrial uses. At the discretion of the county engineer, proposed <br />private roads within an adopted Urban Growth Area (UGA) may defer to the associated city’s <br />development standards in the absence of a variance process. <br />Roads will be approved as private roads instead of public when all of the following conditions <br />are met <br />A. The road is not deemed to be a necessary part of a present or future public <br />neighborhood circulation plan adopted in the Kittitas County comprehensive plan, <br />transportation plan, applicable community plans, or capital improvement plans. <br /> <br />B. The road shall be permanently established by right-of-way, tract, or easement providing <br />legal access to each affected lot, dwelling unit, or business and sufficient to <br />accommodate required maintenance and improvements. <br />
