2023 Docket Enabling Ordinance December 19, 2023 <br />Page 73 <br /> <br /> <br />WAC 365-195-835 No development permit shall be issued except in accordance with this <br />chapter. <br /> <br />A transportation impact analysis (TIA) is a study of the impacts that a development will have on <br />the surrounding transportation system and is part of the State Environmental Policy Act (SEPA) <br />evaluation. In addition, the TIA is used in the development impact review process to determine <br />the concurrency of the transportation system. <br /> <br />These guidelines have been prepared to establish the requirements for TIA and concurrency <br />evaluation. The County Engineer, or designee, will be the person responsible under SEPA for <br />determining the need for a TIA. <br /> <br />12.04.02.020 Applicability. <br />A concurrency evaluation and determination shall be required for all development applications <br />in which the proposed development is projected to have an impact upon the transportation <br />corridor or intersection. Developments generating 41 or fewer daily trips are exempt from the <br />TIA and concurrency evaluation requirements. <br /> <br />12.04.02.030 Level of Service Standards. <br />There are two types of level of service (LOS) applied to this section. Intersection LOS standards <br />are used to assess impacts for the TIA, following the latest edition of the Highway Capacity <br />Manual. For the TIA, LOS D or better must be maintained at all study intersections. The <br />transportation level of service standards (LOS) for purposes of concurrency review are described <br />and contained in the Kittitas County Comprehensive Plan, Long Range Transportation Plan, and <br />any adopted modifications. <br /> <br /> <br />12.04.02.040 Scope of Transportation Impact Analysis. <br />The applicant shall coordinate with the County to establish the scope of the TIA. To initiate <br />scope review and approval, the applicant shall submit a preliminary, scoping letter documenting <br />the trip generation, distribution, and assignment for the proposed development application. The <br />following items will be included in the scoping letter submitted to the County. Developments <br />generating 41 or fewer daily trips are exempt from the TIA and concurrency evaluation <br />requirements. <br /> <br />A.
