Private road signs shall be in accordance <br />with the Manual on Uniform Traffic Control Devices (MUTCD). <br /> <br />I. All private roads shall be signed with a stop sign at the intersection with a County road. <br /> <br />J. All signs, signal markings, or other devices intended to regulate, warn, or guide traffic <br />that are installed or maintained on private property shall conform to the MUTCD. <br /> <br />K. All public or private development impacting County roads shall comply with the traffic <br />control and haul route requirements in KCC 12.05.03.030. <br /> <br />L. All land use development activities that access property across other private property, <br />public roads or land other than Kittitas County, or road easements managed by other <br />agencies must submit a recorded easement, permit, road maintenance agreement, or <br />other document from the land owners, agency, or road/easement managers that <br />specifically address access, maintenance, seasonal restrictions and other restrictions <br />and limitations. These agreements shall be presented to the Department of Public <br />Works prior to final approval. <br /> <br />M. New irrigation facilities shall not be constructed within County rights-of-way unless a <br />franchise agreement is in place. This shall apply to all irrigation facilities within a <br />County right-of-way or including both crossings and longitudinal systems. See KCC <br />12.13 <br /> <br />N. All new roads crossing an irrigation ditch, canal, or other facility shall have a franchise <br />crossing agreement with the ditch owner or irrigation entity. See KCC 12.13 <br /> <br />O. All new roads shall accommodate to the Kittitas County Long-Range Transportation <br />Plan. <br /> <br />Article II. Concurrency & Transportation Impact Analysis <br /> <br />12.04.02.010 Purpose. <br />The purpose of the analysis, if required, is to determine what impact the traffic generated by a <br />proposed development will have on the existing roadway network, and ensure that adequate <br />transportation facilities are available or provided concurrent with development, in accordance <br />with the Growth Management Act (RCW 36.70A.070) and consistent with WAC 365-195-510 and
