2023 Docket Enabling Ordinance December 19, 2023 <br />Page 163 <br /> <br /> <br />Be Closed (state dates)" signs and place a legal notice in the newspaper a <br />minimum of seven working days prior to the closing. The types and locations of <br />the signs shall be shown on a detour plan. A detour plan must be prepared and <br />submitted to the Department of Public Works at least 15 working days in advance <br />of the proposed closure, and approved prior to closing any County roadway. In <br />addition, the contractor must notify, in writing, local fire, school, law enforcement <br />authorities, postal service and any other affected persons as directed by the <br />County Engineer at least five working days prior to the closing. The letter must <br />identify the project, dates, and the name of the company, contact name and <br />phone number of the applicant and contractor. Thereafter, a letter shall be <br />submitted to the County Engineer providing a copy of the notice letter and <br />outlining the names of businesses, residents, institutions, government agencies, <br />and all other entities contacted regarding road closure project. <br /> <br />6. Haul Routes: <br />If the construction of a proposed development is determined by the County <br />Engineer to require special routing of large trucks or heavy construction <br />equipment to prevent impacts to surrounding roads, residences or businesses, <br />the contractor shall be required to develop and use an approved haul route and <br />may be required to enter into a haul road agreement establishing restoration <br />procedures and work to be performed by the contractor upon completion of the <br />haul operation. <br /> <br />When required, the haul route plan must be prepared and submitted to the <br />County Engineer and approved prior to beginning or continuing construction. <br />The haul route plan shall address routing, hours of operation, signing, flagging <br />and daily maintenance. <br /> <br />If the contractor's equipment or suppliers fail to use the designated haul route, <br />the County Engineer may prohibit or limit further work on the development until <br />such time as the requirements of the haul route are complied with. <br />The County Engineer may require the contractor to submit a pavement analysis <br />of the proposed haul route, prior to and immediately after construction ends. The <br />pavement analysis shall be performed by an engineer licensed in the State of <br />Washington. If the final pavement analysis determines that the roadway has been <br />damaged, the contractor shall be responsible for restoration of the roadway.
