2023 Docket Enabling Ordinance December 19, 2023 <br />Page 162 <br /> <br /> <br />The following requirements shall apply to all traffic control in Kittitas County: <br />A. Interim Traffic Control: <br />The applicant and the applicant’s contractor shall be responsible for interim traffic <br />control during construction on or along traveled County roadways. When work is to be <br />performed on County roadways that are open to traffic, the contractor will be required to <br />submit a traffic control plan for approval by the County Engineer prior to beginning the <br />work. Traffic control shall follow the guidelines of Section 1-07.23 (Public Convenience <br />and Safety) of the most current, as amended edition of the WSDOT Standard <br />Specifications, and all applicable WSDOT Standard Plans. All barricades, signs and <br />flagging shall conform to the requirements of the MUTCD. Signs must be legible and <br />visible and should be removed at the end of each workday if not applicable after <br />construction hours. <br />B. In addition to the requirements contained in the WSDOT Standard Specifications and <br />MUTCD, the following shall also be required: <br /> <br />1. Maintain One-Way Traffic: <br />The applicant shall maintain at least one-way traffic through time limits of <br />construction at all times and shall open the roadway to two-way traffic during <br />periods when actual work is not in progress. <br /> <br />2. Maintain Access: <br />Access to side roads and private driveways shall be maintained at all times unless <br />otherwise authorized by the County Engineer. <br /> <br />3. Postal Service Coordination: <br />The applicant or his/her contractor shall coordinate with the U.S. Postal Service <br />when construction requires mailboxes to be relocated or rearranged. <br /> <br />4. Driveway Closures: <br />When it becomes necessary to restrict access to private driveways for <br />construction purposes, as approved by the County Engineer, the applicant shall <br />inform affected residents at least forty-eight hours in advance and minimize <br />inconvenience to residents in the area. <br /> <br />5.
