SCOPE OF WORK (continued) <br />Assumptions: <br />• The County will provide all data concerning equipment and materials throughput required for emission <br />inventory calculations. This data is necessary for the emission inventory calculations to be done. <br />• This scope does not include preparation of detailed ambient impact modeling utilizing AERMOD. <br />• Drawing and SEPA preparation will not be required. <br />TASK 08 — UNANTICIPATED, CRITICAL WORK ALLOWANCE <br />If unanticipated, critical work activity becomes necessary that is not within the authorized scope of services, the <br />County may authorize additional services utilizing the budget established in this task. An allowance of $10,000 has <br />been allocated to this task. <br />A"TASK 09 —ANNUAL ENVIRONMENTAL MONITORING REPORT <br />Objective: <br />Prepare annual report documenting the results of the four quarterly groundwater monitoring events in accordance <br />with the requirements of Solid Waste Handling Standards (Chapter 173-350 WAC), the current solid waste handling <br />permit issued by Kittitas County Health Department, the Sampling and Analysis Plan (SAP), and Guidance for <br />Groundwater Monitoring at Landfills and Other Facilities Regulated Under Chapters 173-304, 173-306, 173-350, <br />and 173-351 WAC (December 2012, Ecology Publication 12-07-072). Additionally, summarize the environmental <br />monitoring for gas and leachate monitoring of the LPL and the closed landfill. <br />Approach: <br />Prepare annual report summarizing the data collected during quarterly monitoring for the LPL and bi-annual <br />sampling for the closed landfill. The annual report will include evaluating the groundwater data in accordance with <br />the statistical approach presented in the SAP, which consists of establishing a subset of parameters for formal <br />detection monitoring and conducting quarterly comparisons of data to intrawell trends and those that are <br />statistically significant (95%) for both long term and short-term trends. For new wells without historical data, the <br />baseline data will be established with the initial eight data points. <br />Deliverables: <br />Draft (PDF via Parametrix SharePoint site) and Final Environmental Monitoring Annual Report (three copies and PDF <br />via Parametrix ftp site). The data for each quarter in 2024 will be submitted to the Ecology's EIM database following <br />submittal of the final annual report. <br />Assumptions: <br />• Copies of original laboratory reports, including laboratory QA/QC results, will be provided to Parametrix by <br />HWA or the analytical laboratory. <br />• Groundwater data will be provided to Parametrix in electronic format. The laboratory will provide <br />groundwater quality data in an EIM-ready format. <br />• Groundwater, leachate, and gas sampling will be completed by others (HWA) <br />• Gas and Leachate data will be provided to Parametrix by HWA with digital copies of the gas results and <br />electronic format of leachate testing. <br />Kittitas County Solid Waste <br />Groundwater Monitoring Well, LPL Closure, Biosolids Expansion 9 September 2023 <br />Area, and Air Permit <br />
