SCOPE OF WORK (continued) <br />Permitting Requirements <br />Objective <br />This task will include determination of the required actions for the obtaining of any necessary permits for the <br />Ryegrass LPL. The findings of this task will inform the required services to prepare and submit required <br />applications and provide follow-up with Ecology as required to obtain the corresponding approval(s). <br />Approach <br />This task includes the following actions performed by Parametrix: <br />• Determination of steps required for a New Source Review (NSR) application and air operating permit <br />based upon the findings of the evaluation of applicable regulations. <br />Deliverables: <br />• Summary of steps required to pursue NSR application and air operating permit. <br />Permitting Assistance <br />Objective <br />This task will utilize findings from the evaluation of applicable regulations to prepare and submit required <br />applications and provide follow-up with Ecology as required to obtain the corresponding approval(s). <br />Approach <br />The following activities will be performed as part of this task: <br />• Preparation of inventory of all regulated air pollutants from the operations at the site during calendar <br />year 2023. This will be done by using known emission factors and annual production throughput values to <br />be provided by the County, along with any proposed new equipment. <br />• Prepare the permit application submittal to Department of Ecology (Ecology) on behalf of the County. The <br />application will be based on the Ecology Instructions for Permit Application. Subtasks are expected to <br />include <br />o Review of equipment and process data <br />o Prepare best available control technologies (BACT) analysis <br />o Determine controlled potential to emit (PTE) <br />o Compare PTE of toxic air pollutants (TAPS) to WAC 173-460-150 <br />o Prepare permit application <br />• Equipment usage and operations will be based on the 2023 LPL emissions inventory. <br />Deliverables <br />The following deliverables will be prepared: <br />• Draft NSR Permit application for County review and a final application for County signature by responsible <br />official(s) using Ecology application forms. <br />Kittitas County Solid Waste <br />Groundwater Monitoring Well, LPL Closure, Biosolids Expansion 8 September 2023 <br />Area, and Air Permit <br />
