SCOPE OF WORK (continued) <br />TASK 07 —AIR PERMITTING <br />Kittitas County Solid Waste Programs (County) owns and operates the Ryegrass Limited Purpose Landfill (LPL) <br />located in Kittitas County, Washington. Solid waste handling activities at the site are currently permitted under <br />Washington Administrative Code (WAC) 173-350-400, Limited Purpose Landfills. <br />Washington State air pollution control standards and requirements are covered under Chapters 173-400, -401, <br />and -460 WAC. Establishment of new equipment or modification of existing equipment that may cause an <br />increase in air pollution emissions is subject to minor new source review (NSR) under Chapters 173-400 and -460 <br />WAC. Any facility that meets or exceeds the applicability requirements in WAC 173-401-300 is required to obtain <br />an air operating permit. Federal air pollution control standards for landfills are covered under the New Source <br />Performance Standards contained in Title 40 Code of Federal Regulations (CFR) 60 and the National Emission <br />Standards for Hazardous Air Pollutants contained in 40 CFR 63. All these air quality requirements are administered <br />by the Department of Ecology Air Program. Parametrix will evaluate applicability of the state and federal air <br />quality requirements to the Ryegrass LPL, determine actions necessary to achieve compliance with applicable air <br />quality requirements, and prepare required applications for submittal to Department of Ecology (Ecology). <br />This scope will be executed over a six-month period with the timing of each item depending on outside influences <br />such as regulatory review and availability of information from the County. Parametrix's services will be provided in <br />accordance with the following tasks. <br />Schedule <br />We are prepared to begin this project upon written authorization to proceed. Project management effort for the <br />scope included herein was based upon a six-month period to complete. <br />Evaluation of Applicable Regulations <br />Objective <br />This task will review air quality regulations pertaining to landfill operations in the Washington Administrative Code <br />(WAC) and Federal Code of Regulations (CFR). The findings in this section will provide direction on the air <br />permitting regulations governing the Ryegrass LPL and be used to complete Task 3 "Permitting." <br />Approach <br />This task includes the following actions performed by Parametrix: <br />• Review the WAC and CFR for applicable regulatory sections based upon historical operations and refuse <br />acceptance. <br />• Determine requirements of applicable regulations upon Kittitas County for operation of the Ryegrass <br />Limited Purpose Landfill including surrounding facilities such as the historic MSW and septage lagoons as <br />required by the Department of Ecology Air Program <br />Deliverables: <br />• One draft and one final technical memorandum summarizing findings. <br />Assumptions: <br />• Regulatory review will not require field testing. <br />Kittitas County Solid Waste <br />Groundwater Monitoring Well, LPL Closure, Biosolids Expansion 7 September 2023 <br />Area, and Air Permit <br />
