SCOPE OF WORK (continued) <br />• Agricultural testing will be conducted to determine soil fertility and compatibility with proposed final <br />cover vegetation, in addition to assessing the potential for soil use in the biosolids recycling process. <br />• The results of our geotechnical testing will inform our recommendations regarding, handling, drying, <br />placement, compaction, and stability of the soil used for final cover. <br />• Our findings and recommendations will be provided in a technical memorandum. <br />Parametrix shall assist in coordination and review of information for this task and assist where needed. <br />Deliverables <br />• Technical memorandum outlining the findings and recommendations for the soil. <br />TASK 05 — EXPANSION OF BIOSOLIDS LAND APPLICATION AREA <br />Objective <br />The objective of this task is to obtain a modification to the Kittitas County Ryegrass Septage Facility's (the Facility) <br />existing General Permit for Biosolids Management (Permit Number BT9208) to increase the land application area <br />for Class I and II septage. <br />Activities <br />The following activities will be performed to increase the land application area to include previously closed MSW <br />landfill areas and the footprint previously designated for expansion of the LPL. <br />• Coordinate with Ecology to apply for a permit modification to increase the land application area. <br />• Complete a SEPA checklist and threshold determination (to be completed under Task 09: SEPA Checklist). <br />• Prepare responses to public comments. <br />• Prepare a Site -Specific Land Application Plan (SSLAP) to include the new application areas. <br />• Update the Plan of Operation for the septage evaporation lagoons, which will include the additional two <br />leachate ponds as discussed in the next task. <br />• Evaluate alternative crop types for more effective nutrient uptake using region -specific sources (e.g., <br />Washington State University Extension) and publications. <br />TASK 06 — SEPA CHECKLIST AND CRITICAL AREAS REPORT UPDATE <br />Prepare a SEPA checklist using the most recent version of the checklist form. The SEPA checklist that was <br />prepared for the Phase 2 LPL Expansion will be modified to reflect the LPL closure, new leachate lagoon and <br />biosolids land application. <br />Additionally, this task includes updating the Ryegrass Critical Areas Report and Habitat Management Plan <br />prepared for the previously proposed Phase 2 Expansion.
