SCOPE OF WORK (continued) • Agricultural testing will be conducted to determine soil fertility and compatibility with proposed final cover vegetation, in addition to assessing the potential for soil use in the biosolids recycling process. • The results of our geotechnical testing will inform our recommendations regarding, handling, drying, placement, compaction, and stability of the soil used for final cover. • Our findings and recommendations will be provided in a technical memorandum. Parametrix shall assist in coordination and review of information for this task and assist where needed. Deliverables • Technical memorandum outlining the findings and recommendations for the soil. TASK 05 — EXPANSION OF BIOSOLIDS LAND APPLICATION AREA Objective The objective of this task is to obtain a modification to the Kittitas County Ryegrass Septage Facility's (the Facility) existing General Permit for Biosolids Management (Permit Number BT9208) to increase the land application area for Class I and II septage. Activities The following activities will be performed to increase the land application area to include previously closed MSW landfill areas and the footprint previously designated for expansion of the LPL. • Coordinate with Ecology to apply for a permit modification to increase the land application area. • Complete a SEPA checklist and threshold determination (to be completed under Task 09: SEPA Checklist). • Prepare responses to public comments. • Prepare a Site -Specific Land Application Plan (SSLAP) to include the new application areas. • Update the Plan of Operation for the septage evaporation lagoons, which will include the additional two leachate ponds as discussed in the next task. • Evaluate alternative crop types for more effective nutrient uptake using region -specific sources (e.g., Washington State University Extension) and publications. TASK 06 — SEPA CHECKLIST AND CRITICAL AREAS REPORT UPDATE Prepare a SEPA checklist using the most recent version of the checklist form. The SEPA checklist that was prepared for the Phase 2 LPL Expansion will be modified to reflect the LPL closure, new leachate lagoon and biosolids land application. Additionally, this task includes updating the Ryegrass Critical Areas Report and Habitat Management Plan prepared for the previously proposed Phase 2 Expansion. The report will be modified to be non-specific to any particular project on the site.
