SCOPE OF WORK (continued) <br />TASK 03 — LPL CLOSURE ENGINEERING SERVICES <br />Objective <br />This task will encompass the items needed to complete construction of the closure for the existing LPL so that the <br />post -closure period may begin. This includes bid assistance and limited construction services as discussed below. <br />The construction is assumed to be in phases, the first of which is assumed to be in 2025. Included items include <br />the following: <br />The County will have a full-time inspector on site during the construction. The Consultant shall assist in answering <br />construction questions and reviewing submittals and requests for information (RFIs). The Consultant engineer will <br />also attend the pre -construction meeting in person and do one site visit at the end of the project. The County will <br />perform a drone survey before and after construction so that we can demonstrate to DOH and Ecology that the <br />full cover depth has been applied. The County will analyze the survey and submit the information to the <br />regulators. <br />Services During Construction <br />• Responses to RFIs and Submittals <br />• Pre -construction meeting attended by engineer (on site) <br />• Final walk through by engineer <br />TASK 04 — EVALUATION OF BORROW SOILS FOR OTHER USES <br />Objective <br />We understand that Kittitas County Solid Waste is planning to close the Phase 1 area at its Ryegrass LPL and set <br />up a biosolids recycling facility on site. Closure of the Phase 1 area would consist of placement and compaction of <br />a soil cap comprised of two layers: 1) a low permeability barrier soil layer, and 2) an upper vegetative soil layer. <br />Concurrently, the County will be constructing a new transfer station, which will require extensive removal of <br />settlement prone soil. The intent of this geotechnical evaluation is to determine whether the soil removed from <br />the transfer station site will be suitable for use as final cover soil components at the Ryegrass LPL. In addition, <br />representative soil samples will be evaluated by a local agricultural laboratory (SoilTest of Moses Lake, WA) to <br />provide baseline parameters for soil fertility (for the vegetative cover soil layer) and for use in the biosolids <br />recycling process. <br />Activities <br />Herein, we present an abbreviated scope of the evaluation for HWA to perform: <br />• Conduct geotechnical testing on three bulk samples that HWA obtained at the Transfer station site <br />during foundation explorations conducted for the design of the new transfer station. The samples <br />represent soil composited from 3 areas where deep excavations will occur at the new transfer station <br />s ite. <br />• Geotechnical testing will include compaction (proctors), shear strength (direct shears) and remolded <br />permeability. <br />Kittitas County Solid Waste <br />Groundwater Monitoring Well, LPL Closure, Biosolids Expansion 5 September 2023 <br />Area, and Air Permit <br />
