final approval shall require reexamination of the plans by the Engineer who may require <br />that they be made to conform to standards and specifications current at that time. <br />B. The developer's contractor shall give the Department of Public Works staff at least 24- <br />hours advance notice before beginning road construction. Road paving or aggregate <br />base course placement shall not start until the subgrade is proof rolled and inspected, <br />and compaction test results for the subgrade and any utility trenches are submitted and <br />approved by the County Engineer <br />C. The contractor shall obtain separate access, work in the right-of-way or franchise <br />permits from Public Works before undertaking any construction work in the existing <br />County right-of-way. <br />D. All traffic control devices must conform to the Manual on Uniform Traffic Control <br />Devices (MUTCD), current edition at the time of construction. <br />E. Prior to release of collateral by Kittitas County the developer must present a statement <br />from a civil engineer licensed in the State of Washington that the project has been <br />completed in substantial compliance with approved plans and specifications. The <br />developer's engineer must document that regular on -site inspections were conducted <br />during the course of construction, and the field plans utilized were the same as those <br />approved by Kittitas County. The engineer shall also state quality control testing <br />demonstrates compliance with the plans and specifications approved by Kittitas County. <br />A final inspection by the Department of Public Works is required and all deficiencies <br />must be corrected prior to release of collateral. <br />The developer must also submit the following items prior to release of collateral or final <br />approval: <br />1. "As -built" plans for the improvements must be submitted with the road <br />certification or at the time the letter requesting collateral release is <br />submitted. The "as -built" plans must be clearly labeled as such, and must <br />be signed and dated by a licensed civil engineer. They may be design plan <br />markups and must show any deviations from the approved plans. Release <br />of collateral will not occur if the County Engineer determines deviations are <br />present which have not received prior approval. <br />2. A letter or letters of acceptance and responsibility for maintenance of the <br />improvements by the appropriate utility company, special district, city, or <br />town for all utilities and roads. <br />3. A letter from the appropriate fire authority stating that fire hydrants are in <br />place in accord with the approved plans. The letter shall also state that the <br />fire hydrants are operational and provide the results of fire flow tests. <br />4. Quality control test results must be submitted for all phases of the project <br />in accordance with the schedule for minimum materials sampling, testing, <br />and inspection as found in the WSDOT Materials Manual. The Department <br />of Public Works shall review and approve a proposed schedule of testing <br />before commencement of construction. <br />F. Phased Construction <br />Engineer drawn plans must be submitted and approved by the County for <br />the entire development. <br />
