E. Roads should not be located so as to closely parallel streams or be subject to flooding. <br />There should be a vegetated strip to trap soil carried by runoff between the toe of fill <br />and the stream channel. <br />F. In mountainous terrain, it may be preferable to provide more right-of-way than the <br />minimum required to construct the road itself. The road will be permitted to wind <br />around within the right-of-way to reduce cuts and unnecessary scarring, provided <br />minimum standards are met. This higher standard right-of-way will permit <br />improvements of the alignment as traffic warrants. <br />G. Existing roads, including roads in subdivisions having preliminary plat approval in <br />adjoining properties, shall be continued at equal or greater width and in similar <br />alignments by roads proposed in the subdivision, unless variations are approved. <br />H. Roads within rural subdivisions should be designed as a system of circulation routes so <br />that the use of local roads by through traffic will be discouraged. <br />I. Roads shall intersect at right angles as possible. Written approval from the Engineer <br />shall be required if an intersection is proposed that would deviate more than 10 degrees <br />from perpendicular. <br />J. When a tract is divided into lots which are twice as large on average than the underlying <br />zoning, such lots or parcels shall be arranged to permit the logical location and opening <br />of future streets or roads. <br />(Ord. 2015-010. 2015) <br />12.04.060 Geotechnical Investigation. <br />Geotechnical conditions shall be investigated and tested in accordance with WSDOT Geotechnical <br />Design Manual or AASHTO design manuals. The County Engineer may require additional <br />geotechnical investigation based upon specific site conditions. (Ord. 2015-010, 2015) <br />12.04.070 Private Road Design Requirements. <br />Private roads shall comply with the following conditions: <br />A. Shall meet the minimum access requirements of the International Fire Code as adopted <br />by the County, , or Kittitas County Road Standards, whichever is more stringent, <br />and <br />B. Shall be designed and constructed in conformance with AASHTO Guidelines for <br />Geometric Design of Very Low -Volume Local Roads (ADT< 400), most recent edition, <br />and <br />C. Shall be permanently established by a right-of-way or easement recorded with the <br />Kittitas County Auditor, providing legal access to each affected lot, dwelling unit, or <br />business, and <br />D. Stormwater generated by roads shall be managed and retained on -site with a <br />stormwater system that conforms to the specifications of the most current version of the <br />Stormwater Management Manual for Eastern Washington and KCC 12.06. The <br />Stormwater system construction shall be certified by a licensed engineer. The <br />certification shall be included with the road certification, and <br />E. Will not result in land locking of existing or proposed parcels, and <br />F. Will be maintained by the developer or legally responsible owner or homeowners' <br />association or other legal entity made up of all benefited property owners, under the <br />provisions of an acceptable and recorded "Private Road Maintenance Agreement", and <br />
