Roads proposed within the UGA shall conform and support the road system or grid, <br />Transportation Plan and Comprehensive Plan of the affected city. <br />B. Roads constructed within the UGA shall comply with the road standards of the affected <br />city or Kittitas County Road Standards, whichever is more stringent. The city shall have <br />the final approval of the road alignment, geometry and construction requirements. <br />C. Utilities constructed within the UGA shall comply with the requirements of the affected <br />city. <br />(Ord. 2015-010. 2015) <br />12.04.050 Design Standards. <br />The design standards established in this title represent minimum values. The sources for these design <br />standards include applicable standards established by AASHTO and WSDOT. Every effort has been <br />made in this title to provide consistent, accepted, and established standards to follow, which will <br />result in a safe and efficient public and private road system at a reasonable cost to construct and <br />maintain, while at the same time minimizing adverse environmental impacts. <br />In addition to the specific design standards found throughout other parts of this title, the following <br />general design principals shall be adhered to insofar as practical : <br />A. Layout of lots and blocks should provide desirable settings for structures by making use <br />of natural contours and maintaining existing views, affording privacy for the residents <br />and protection from adverse noise and vehicular traffic. Natural features and vegetation <br />of the area should be preserved where practical. The resulting road system must, <br />however, provide for the safe and efficient movement of people and goods and also <br />allow for proper construction and maintenance practices to occur. <br />B. Tree masses and large individual trees should be preserved. The system of roadways, <br />sidewalks, bicycle and equestrian trails, and the lot layout should be designed to take <br />advantage of visual qualities of the area. <br />C. In high -density development particularly, pedestrian ways, bike paths, and equestrian <br />trails should be separated from roadways used by vehicular traffic. Sidewalks should be <br />designed to provide all residential building sites with direct access to all neighborhood <br />facilities, including schools and school collection points, parks and playgrounds, <br />churches and shopping areas. <br />D. Roads should be located with appropriate regard for topography, creeks, wooded areas, <br />and other natural features, which would enhance attractive development. <br />
