B. Second access requirements: <br />A second access is required if more than 30 (thirty) lots/units will use the private road. <br />If the second access is restricted to emergency access only, it must meet or exceed the <br />following requirements: 60 foot easement, 20 foot roadway width, all-weather surface <br />and a paved apron. Access restrictions such as gates or bollards must be approved by <br />the Fire Marshal. If the second access is to be used for ingress and egress, it must meet <br />the same standards of the first access. <br />The number of lots calculation is based on the total number of lots or units served by <br />the entire private road system, beginning at the nearest public road. <br />C. Roads to be dedicated to the County shall be constructed as specified by the public <br />road standards in KCC 12.04. All roads to be dedicated to the County shall be connected <br />to an on -system county or other publicly maintained road. <br />D. Gated accesses shall be approved by the Fire Marshal and meet the requirements of the <br />International Fire Code and KCC 20.03.010 as adopted by the County. Gates shall comply <br />with minimum width and emergency opening device requirements as required by the <br />Fire Marshal. <br />E. When a road extends more than 150' from the centerline of a County or other publicly <br />maintained road or serves more than three lots, a turnaround shall be provided. The <br />turnaround shall be a cul-de-sac for roads serving five or more lots/units. The <br />turnaround may be a hammerhead for roads serving four or less lots/units or for a land <br />use development activity occurring prior to the end of the road. Cul-de-sac and <br />hammerhead designs must conform to the specifications of the International Fire Code. <br />A cul-de-sac shall have an easement diameter of at least 110 feet and a driving surface <br />of at least 96 feet in diameter. <br />F. Any public road whose rights have been acquired by deed easement or prescription <br />shall not be closed off or otherwise made inaccessible in any way. <br />G. Roads serving six or more lots shall be named according to the Kittitas County Private <br />Road Naming & Signing Standards. Road names shall be subject to the approval of the <br />Department of Public Works and KITTCOM. Private roads shall be signed with a Manual <br />on Uniform Traffic Control Devices (MUTCD) approved road name sign at all times. <br />H. All private roads shall be signed with a stop sign at the intersection with a County road. <br />Stop signs shall conform to the requirements of the MUTCD. <br />I. All signs, signal markings, or other devices intended to regulate, warn, or guide traffic <br />and installed or maintained on private property shall conform to the MUTCD. <br />J. All public or private development impacting County roads shall comply with the traffic <br />control and haul route requirements in KCC 12.09.0% <br />K. Corner lots shall have no dimension less than 90 feet. Lot corners shall be rounded by <br />an arc, the minimum radius of which shall be not less than 35 feet at street intersections <br />L. All land use development activities that access property over private lands, public lands, <br />or road easements managed by other agencies must submit a recorded easement, <br />permit, road maintenance agreement, or other document from the land owners or <br />road/easement managers that specifically address access, maintenance, seasonal <br />restrictions and other restrictions and limitations. These agreements shall be presented <br />to the Department of Public Works prior to preliminary approval. <br />
