M. New irrigation ditches snail not be constructed within new or existing County rights -of - <br />way. A franchise agreement will be required for irrigation water crossing a County right- <br />of-way or any piped irrigation water within the County right-of-way. <br />N. All roads crossing an irrigation ditch or canal shall have a crossing agreement with the <br />ditch owner or irrigation entity. <br />0. All new roads shall conform to the Kittitas County Long -Range Transportation Plan. <br />P. The following notes shall be placed on the face of the plat, short plat, or other <br />development authorization: <br />1. "Maintenance of the access is the responsibility of the property owners who <br />benefit from its use." <br />2. "Any further subdivision or lots to be served by proposed access may result <br />in further access requirements. See Kittitas County Road Standards." <br />3. "An approved access permit shall be required from the Department of <br />Public Works prior to creating any new driveway access or performing work <br />within the County right-of-way." <br />( Ord. 2016-023, 2016; Ord. 2015-010. 2015 ) <br />12.01.100 General References. <br />The Standards implement and are intended to be consistent with: <br />A. Kittitas County Code, as amended. <br />B. Kittitas County Comprehensive Plan, current edition as amended. <br />C. Kittitas County Long -Range Transportation Plan, current edition as amended. <br />D. Adopted Community Plans. <br />E. Kittitas County Capital Improvement Program, current edition as amended. <br />F. Kittitas County Manual on Accommodating Utilities within the Right-of-way. <br />12.01.110 Primary Design and Construction Reference Documents. <br />Except where these Standards provide otherwise, design detail, construction materials and <br />workmanship shall be in accordance with the most current editions of the following publications <br />produced by WSDOT. <br />A. WSDOT Standard Specifications for Road, Bridge, and Municipal Construction, current edition <br />as amended, to be referred to as the "WSDOT Standard Specifications." <br />B. WSDOT Standard Plans current edition as amended. <br />C. WSDOT Design Manual, current edition as amended. <br />D. WSDOT Bridge Design Manual, current edition as amended. <br />(Ord 2015-010, 2015) <br />12.01.120 Other Specifications. <br />Other specifications include, but are not limited to, the most current editions of the following <br />publications. These publications shall be applicable when pertinent, when specifically cited in the <br />Standards, or when required by State or Federal funding authority. <br />A. WSDOT Local Agency Guidelines, current edition, as amended. <br />B. WSDOT Guidelines for Urban Arterial Program, current edition as amended. <br />C. WSDOT Pavement Guide, Volume 1 — Pavement Policy, current edition as amended. <br />D. Design criteria of federal agencies including the Federal Housing Administration, US <br />Department of Housing and Urban Development; Federal Highway Administration, and US <br />Department of Transportation. <br />E. A Policy on Geometric Design of Highways and Streets, AASHTO, current edition as <br />amended. <br />
