12.01.090 Responsibility to Provide Roadway Improvements. <br />A. Any land use development activity which will impact the Level of Service (LOS), safety, or <br />operational efficiency of abutting or serving roadways, or is required by other County <br />Code or ordinance to improve such roadways, shall improve those roadways in <br />accordance with these Standards. The extent of the off -site improvements to roads <br />serving a development shall be based on a concurrency analysis of the proposed land <br />use development impacts. The concurrency analysis shall be prepared in accordance <br />with KCC 12.10. <br />B. Any land use development activity abutting and impacting existing roads shall improve <br />the frontage of those roads in accordance with these Standards. If the proposed <br />development is found to impact areas located beyond the development, improvements <br />to these areas shall be required. The extent of improvements shall be based on a <br />concurrency analysis of the proposed land use development impacts in accordance <br />with KCC 12.10. <br />C. All road improvement requirements for a land use development activity shall be <br />constructed to these Standards prior to the issuance of final approval, unless a <br />performance guarantee is provided as outlined in KCC 12.01.1:,,, <br />When a performance guarantee is provided, building permits will not be issued until <br />road construction is completed to the minimum requirements of the International Fire <br />Code and certified by a civil engineer licensed in the State of Washington. Commercial <br />occupancy permits will not be issued until road construction is completed and certified <br />by a civil engineer licensed in the State of Washington. A final acceptance inspection by <br />the Department of Public Works is required prior to acceptance of the road certification. <br />Any noted deficiencies must be corrected prior to final acceptance. <br />D. Subdivisions will not be approved unless a recorded continuous public or private access <br />easement or right-of-way to the subdivision exists. <br />E. All land use development activities proposing public or private roads located within <br />Urban Growth Areas (UGA) shall follow the guidelines of KCC 12.04.0.. _ <br />F. All public road improvement and development projects within UGAs shall include <br />pedestrian access as a part of the design in accordance with the appropriate city's <br />standard. <br />G. All road improvements planned or specified in any adopted Growth Management plan <br />of the County, including but not limited to the most current Kittitas County <br />Comprehensive Plan and Kittitas County Long -Range Transportation Plan, shall be <br />planned and constructed in accordance with these Standards. <br />H. Contiguous parcels, parcels under the same ownership and/or parcels sharing access <br />easements/roads that submit any land use development application, shall be reviewed <br />as one development for transportation and road improvement purposes. <br />I. Public roads that are not maintained by the County or other agency and that are used to <br />access new land use development activities shall be improved by the developer to <br />comply with KCC 12.04.070 Private Road Standards. <br />(Ord. 2015-010. 2015) <br />12.01.095 General Requirements. <br />A. The road circulation system within a proposed plat shall provide for access to adjacent <br />properties whenever such provision is reasonable and practical. <br />
