<br />5. ENFORCEMENT
<br />
<br />The Airport Director has the authority to take such action as may be necessary to
<br />enforce these Rules and Regulations.
<br />
<br />Any violation of these Rules and Regulations shall be enforced in Accordance with the
<br />General Provisions as stated in Kittitas County Code, title 19.
<br />
<br />
<br />6. WAIVER OF PROVISIONS
<br />
<br />The County may, in its discretion, waive any or all portion(s) of these Rules and
<br />Regulations for the benefit of any Government or Governmental Agency or Department,
<br />to include, but not limited to, performing air search and rescue operations, fire
<br />prevention and firefighting operations, or disaster response operations.
<br />
<br />During a declaration of war or national emergency the County shall have the r ight to
<br />lease the Airport, or the landing area, or any part thereof to the United States
<br />Government for military use. In such an event, the County may, in its discretion, waive
<br />any or all portion of these Rules and Regulations. Additionally, depending on the need of
<br />the United States Government, the County may restrict general aviation operations as
<br />needed, for the safety of persons and aircraft.

<br />7. ACCESS TO, ENTRY UPON, OR USE OF THE AIRPORT
<br />
<br />Access to or entry upon the Airport shall be made only at locations
<br />designated by the Airport Director.
<br />
<br />Any permission granted directly, indirectly, expressed, or implied, to any
<br />person to enter upon or use the Airport is conditioned upon full and
<br />complete compliance with these Rules and Regulations and other
<br />Regulatory Measures.
<br />
<br />The arrival or departure of an Aircraft at the Airport shall constitute an
<br />agreement by the Aircraft Owner, the Aircraft Operator, Aircraft crew
<br />members, and Aircraft passengers to comply fully with these Rules and
<br />Regulations and other Regulatory Measures.
<br />
<br />Any person accessing, entering upon, or using the Airport shall defend,
<br />indemnify, save, protect, and hold harmless the County and the Kittitas
<br />County Board of County Commissioners, individually and collectively, and
<br />their representatives, officers, officials, employees, agents, and
<br />volunteers from any and all claims, demands, damages, fines, obligations,
<br />suits, judgments, penalties, causes of action, losses, liabilities,
