Are there unique opportunities for recreational users or open space corridor uses that <br />could not be provided in another way or location? <br />What are the benefits and impacts to the local administration of state-owned DNR lands under the <br />proposed Community Forest model? <br />What are the benefits and impacts, both within and outside the proposed Community Forest connected <br />to the following. <br />• Local economy (including taxes) <br />• Roads and infrastructure <br />• Law enforcement <br />• Fire response <br />• Recreation <br />• Fisheries <br />• Ecosystem services <br />Fire -safe community benefits <br />• Waste Management <br />TNC anticipates the consultant to participate in one meeting with TNC and its collaborators associated <br />with this sub -task: <br />• Meeting to discuss and provide input to consultant's proposed Community Forest and <br />alternative approach to conservation of Cie Elum Ridge. This will include gaining approval from <br />TNC and its collaborators on allowed use assumptions to be used for the remainder of the <br />analysis. <br />Task 26 <br />Because Kittitas County has jurisdiction over much of the privately owned Cle Elum Ridge area, we are <br />particularly interested in understanding opportunities and resource needs that pertain to the County, <br />including the following: <br />1. Unlike some of its neighboring counties, Kittitas County does not have a Parks and Recreation <br />division because of the vast areas of public lands in the County which has historically dispersed <br />recreational impacts. The County is recognizing more impacts from the intensity of recreational <br />use in the study area and needs to plan for how to provide adequate services (police, fire, roads, <br />parking, garbage collection, etc.). What services will the County need to provide under the <br />Community Forest and alternate conservation models? What would the gaps in services be; <br />what would the expected increase in service needs be? <br />2. Land along the State Route 903 corridor includes land zoned Rural Recreation. Is the available <br />land base zoned Rural Recreation adequate to provide services to meet expected demand? This <br />may include businesses like restaurants, hotels, stores, and campgrounds. <br />3. Available land for affordable residential development is limited in Kittitas County; access to <br />water is a major limiting factor. The Cle Elum Ridge lands contain water mitigation "green <br />zones" meaning that water is available to mitigate new residential development. <br />
