The code is applicable site <br />orientation and to limit off-street parking frontage to 50%. Since there is no building proposed this would <br />drastically impact the parking lot design. The City of Ellensburg have provided code section on how to request a <br />departure. We recommend requesting this departure from current city standards, we will proceed on that <br />action when we make application. <br />6: Similar comment as "5". However, instead of the City recommending a code determination for approval, the <br />City is recommending a code change to address 6` Avenue. We recommend support this effort but I believe this <br />should be something completed by the city rather than Kittitas County incurring additional fees from SCJ <br />Alliance to complete the code change. Of course, we will follow whatever direction our Kittitas needs to support <br />the project. <br />7: This comment is pointing out another conflict with City code around frontage to storefront streets and <br />limiting parking lots that frontage on multiple streets. Since this is a public parking lot serving an existing County <br />facility. We will process comments 5 through 7 requesting the "departure" from the code requirement. In a <br />"worst case scenario", and the City denies the departure we can adjust the parking lot to include a maintenance <br />building on the North side of the lot, or we can present a landscape plan that breaks up the direct off-street <br />parking design and propose landscaping and screening as a departure. <br />8: Pathway has been updated to be 6 ft wide and light poles will be no higher than 15 ft. <br />9: The wall will be approximately 3 ft tall and has 6 ft of landscaping in front of the wall. The wall material will be <br />provided in the plan set. Original design was using 5 foot landscape bed, this will add 1 foot. <br />10: Two streetscape amenity will be provided along 6th St and four along either 7th St or Water St. Streetscape <br />amenities will be taken from the list in ECC 15.520.080(C). <br />11: When we run the AG132 lighting program we will note these lighting levels. All fixtures will be below 25 ft <br />height. We will verify landscaping will not obstruct the security lighting. <br />12 <br />• We will verify the Plant material selection is consistent with the Public Works street tree list. <br />The original design was using a 5 foot landscaping bed.
