SCJ ALLIANCE <br />CONSULTING SERV!CE5 <br />Public Works Comment Responses: <br />Water: We will verify a backflow device is included in the landscape design and specification sheet of plan set. <br />Sewer: Comments noted. <br />Roadway Access: The Public Works Department is requiring that half street frontage improvement be included <br />on 7th avenue and 6th avenue. They are also requiring that the alleyway driveway access point be improved. The <br />half street improvements for 6th avenue and 7th avenue were included but we did not include improving the <br />alleyway access points. The proposed parking lot will reduce the impact to the alleyway by eliminating <br />unimproved access to the vacant lot, it will include a physical traffic barrier separating the parking lot from the <br />alleyway and it will provide two access points, off 6th avenue and 7th avenue, to the parking lot with internal <br />circulation. r qu,re r en will have an impact to we project budget and we recoinmerw <br />Storm Water: Comments noted. <br />We will design the stormwater system meeting the requirements of the Washington State Department of <br />Ecology Stormwater Management Manual for eastern Washington. We will accommodate 100% of the design <br />storm, an overflow connection to the city municipal stormwater system will be requested to handle flow <br />volumes in excess of the design storm event, an overflow connection <br />1: The site is less than an acre (.88 acres), a general construction permit is not required. <br />2: a Ecology approved SWPPP is not required. However, we will provide a SWPPP for the site to manage <br />construction activities using a menu of stormwater construction and erosion control best management practice <br />options. <br />3: The threshold for submitting an O&M manual is not required <br />Other Issues: Traffic Impact Fees — "The project may be required to pay an impact fee" The project is not <br />constructing a building, residence or commercial use facility bringing in new occupants. The project will generate <br />no additional traffic trips. It is accommodating the need for public parking.
