CONSULTING SERVICES <br />Technical Memo <br />To Patti Stacey, Director Kittitas County Solid Waste / Facility Maintenance <br />From: Brandon Mauseth & Madison Herbst <br />Date: March 2023 <br />Project: Kittitas County Gtr, St Parking Lot <br />Subject Response to Pre -Application Comments <br />Introduction: <br />This memo is intended to provide feedback from the Pre -Application meeting held on February 16th and <br />acknowledge comments were addressed in the design, or, the addition information is provided to Kittitas <br />County in order to prepare for application materials meeting the City of Ellensburg requirements. <br />Responses to City Pre-Apphcation Convnent Oetter dated February 16, 2023): <br />1: Comment noted. <br />2: Comment noted. <br />3: SEPA Checklist and prepared in DRAFT format. SCJ Alliance anticipates submitting with application materials. <br />4: ECC 15.550.080 <br />A: Comment Noted. <br />B: Pathway has been made to be 6 ft wide, light poles will be no higher than 15 ft, and crosswalks <br />pavement marking have been added all per ECC 15.570.040. <br />C: When we run the AG132 lighting program we will be designing to 1-2 foot-candles to provide light for <br />moderate or high pedestrian volume areas. All fixtures will be below 25 ft heigh. We will make sure that <br />no landscaping will obstruct the security lighting. <br />D: Landscape modifications will reference ECC 15.570.050 (A) for surface parking lot landscaping. <br />Questions 5 through 7 are related to properties designated as "Storefront" and limiting the amount of off-street <br />parking that has frontage onto the street.
